At 5:00 PM (2100 UTC), the center of Tropical Storm Elsa was located about 710 miles west of St. Maarten with maximum sustained winds of 70 mph and higher gusts. This system is moving away from St. Maarten near 28 mph (44 km/h).  

TROPICAL STORM ELSA DOES NOT POSE A DIRECT THREAT TO ST. MAARTEN.
