Prime Minister Gumbs Apologizes to Residents of Philipsburg and Environs for Landfill Fire Nuisance

PHILIPSBURG – Prime Minister Hon. Marcel Gumbs who is also Acting Minister of Public Housing, Spatial Planning, Environment & Infrastructure (Ministry VROMI), would like to apologize to the residents of Philipsburg and environs with respect to the Landfill fires that take place from time to time.

The most recent fire event was on Saturday evening 2 May. Windward Roads received a report on Saturday evening at 9.00pm that there was a fire.  Crews worked Saturday night up to Sunday morning when the fire was brought under control.  They continued with their activities until Sunday afternoon to snuff out any smouldering areas by covering it with dirt.

Up to Monday Windward Roads continued to work to get rid of small fire hotspots under the garbage at the Landfill.  There is still a high risk of the fire flaring back up at the location of areas that are not covered, but all concerned are working to make sure that this does not happen.

Ministry VROMI notified the Fire Department after 9.00pm on Saturday and the personnel of the Fire Department were on scene until Sunday 5.00am when the containment of the fire was completed by the use of heavy equipment and dirt.

Next to coordinating the containment of the landfill fire, the Fire Department also responded with its own equipment to prevent the fire from spreading too fast and keeping flames low to ensure the safety of Windward Roads personnel.

Based on preliminary reports from eye witnesses, multiple flares were seen in the air on Saturday night and apparently one of them ended up on the landfill and causing the fire.

“Government is working diligently to solve the problem related to the landfill.  Once again, my apologies to the residents on the Pondfill, and surrounding environs in the Philipsburg area for this inconvenience,” Prime Minister Hon. Marcel Gumbs said on Monday.

Port St. Maarten participates in Regional Conference on Challenges and Future Trends for Caribbean Ports

ARUBA/SINT MAARTEN – Port St. Maarten management officials were in Aruba from May 1-2 attending a Regional 2-day Conference and Workshop held under the theme “Challenges and Future Trends for Caribbean Ports.”

The aforementioned was hosted by the Government of Aruba, STC BV Rotterdam in conjunction with the Directorate of Shipping Aruba, regional port authorities and ship charters.

The meeting brought key groups together to discuss the many challenges facing port operations and ship charterers today. Various speakers and industry leaders spoke about current industry trends and developments and provided updates on regional policy and initiatives.

Some of the topics discussed were: Safe, Secure and Efficient Shipping On Clean Seas in the Wider Caribbean; Identifying Opportunities for Collaboration and Engagement between Caribbean countries; Port Development & Networking Function of Ports in the Region; The Importance of an Efficient Port Operation in the Freight Market.

The presentations gave Port St. Maarten officials insights into solution oriented strategies with respect to training, real-time surveillance of shipping lanes, design initiatives within port operations, which also includes physical and operational structures.

The International Maritime Organization (IMO) regional adviser spoke of conventions and policies in the planning that will help Caribbean ports to become and remain compliant to the minimum international standards.

Aruba’s Minister Plenipotentiary presented a case study of the number of containers moving from the United States and the Netherlands to the Dutch Caribbean. He also compared the efficiency of Caribbean ports vs international ports and highlighted the reasons why certain ports because of efficiency could not compete as a transshipment port for the PANAMAX vessels.

Using additional case studies from certain ports that made huge turnarounds to increase efficiency, he identified strategies to correct Caribbean ports inefficiencies.

It was also pointed out that Customs has a role to play from enforcement to facilitator which would allow for a more reliable cargo flow.

It was revealed during one presentation that the Port of Amsterdam consults other ports with respect to innovation and the change of business, introducing their initiative of going from a landlord port to a network port, their goal being, “Make your challenges make money for you”.

Port St. Maarten’s goal at the conference was to seek out partnerships and identify areas of cooperation.  45 port/cargo businesses related entities and seven Caribbean countries took part in the conference.

It is estimated that 90 per cent of the goods circulating worldwide are transported by sea, placing maritime trade at the heart of the issues related to economic growth.  Hence, the importance of Port St. Maarten and the role it plays in the north eastern Caribbean area.

Port St. Maarten cargo facility investments have led to a steady growth in containerized business making the island a regional sub-hub for the aforementioned area.

The port serves the islands of Anguilla, Montserrat, St. Kitts & Nevis, and Antigua & Barbuda.  The port is also in the process of developing a special relationship with the Caribbean Netherlands islands of Saba and St. Eustatius with respect to port handling, operations, economic development and sustainability.  Both islands receive their cargo shipments/services from Port St. Maarten.

The Caribbean, though small in population and economic activities, except for tourism, constitutes a major crossroads for international maritime trade.

With its proximity to the Panama Canal, also as a major focal point for north/south Atlantic trades and trades with the east and northern coasts of South America, maritime transport and related logistics services have become vitally important for the economic performance of the region.

Caribbean ports contain a variety of facilities such as bulk cargo facilities, container facilities and facilities that handle petroleum products and liquefied natural gas.

Port St. Maarten board of supervisors and management understand that the opening of the expanded Panama Canal will place much greater emphasis on feeder ports such as St. Maarten and the port is looking at further enhance its role as a regional player.

Dutch Foreign Minister Koenders Considers Caribbean/Latin America a Region of Strategic Importance

PHILIPSBURG/THE HAGUE – The Dutch Minister of Foreign Affairs, Hon. Bert Koenders will visit the Caribbean parts of the Kingdom and three Latin American countries in the region from May 4 till the following Monday. He will be successively visiting Aruba, Curaçao, St. Maarten, Cuba, Guatemala and Mexico.

During the Minister’s visit he will pay much attention to developments in Latin America and the Caribbean. This region is of strategic importance for the Kingdom, including through cooperation on political issues and in multilateral fora. Latin America also offers many economic opportunities for the Netherlands and the Caribbean parts of the Kingdom, with large export from and to the Netherlands and investment in the region. Visits to these countries also provide opportunities to strengthen political relations with the region and determine joint course and opportunities.

As Minister of Foreign Affairs for the whole Kingdom, Koenders, along with the other countries, interprets foreign relations. In addition to bilateral visit to the three islands he will also have a consultation with the three Prime Ministers, the Kingdom Consultations Foreign Relations. On each island he will talk separately with, among others, the governor and the Prime Minister. Topics that will be discussed include regional developments, the UN Security Council candidacy and economic cooperation.

Minister Koenders continues his trip to Cuba, where he will visit his Cuban counterpart Minister Bruno Rodriguez Parilla, who has visited The Hague for the first time last Friday. The Netherlands acts as a bridge towards Cuba.

The countries concluded earlier agreements in which both countries want more decisions to work together. The Netherlands and Cuba have the intention to cooperate in the fields of trade, agriculture, water management, biotechnology, strengthen regional cooperation and multilateral cooperation in the field of human rights and human rights instruments. Recent international developments offer new opportunities for investments, even for Dutch businesses.

Then, the Minister will visit Guatemala, with which the Netherlands, in general, and Minister Koenders, in particular, has a long relationship. In recent years the relationship with Guatemala has changed economically and politically. The Netherlands has, in its relationship with Guatemala, greater attention to safety, access to justice and human rights, specifically the Commission against Impunity (CICIG) and the position of human rights defenders. Guatemala is also an emerging economy. These are important conditions for good economic development and cooperation. Opportunities are also being investigated on how to increase cooperation in a multilateral context.

The Minister will conclude his trip in Mexico, with which the Netherlands wants to work together more closely economically and in terms of security. The visit provides excellent opportunity for intensification of relations in the light of the bilateral trade interests and opportunities for cooperation on security grounds, for example on issues such as international drug control and peacekeeping missions.

The Netherlands and Mexico are natural partners that reinforce each other’s efforts in a multilateral framework. Mexico is next year’s chairman of the CELAC (Community of Latin American and Caribbean States), while the Netherlands, at the same time, will hold the EU presidency in the first half of 2016.

Ari Sutton and Nicole De Weever honored with Spirit Award at Metropolitan AME Church in Washington, D.C.

WASHINGTON D.C./SINT MAARTEN - The Metropolitan AME Church honored Visionary and Founder, Nicole C. De Weever and Ari Sutton, Project Manager and Secretary, both of Art Saves Lives Foundation with the 2015 Carolyn Mc Clain Spirit Award for their competing work in the Creative Arts in the Diaspora on Sunday April 26th in Washington D.C. 

Ms. Sutton and Ms. De Weever were present to receive their awards which was preceded by a performance by Art Saves Lives Foundation Students: Ray-Angel Boasman, Lian Borsje, Marine Caillet, Mariska Carty, Jeanille Gibs, Jasmine Grannum, Otmar Martina, Leann Richardson, and Zoë van Zadelhoff. Zakiya Reiph of Generation New Status-STM rounded out the student performances with a drum solo.

Ray-Angel performed an original piece “Feel the Rhythm” and the remaining students performed “Community” a piece choreographed especially for the occasion by Ms. Peggy Oulerich of Peggy ö Company. Several persons from Anguilla and St. Maarten residing in the Washington Metropolitan area were on the hand to celebrate this occasion. MP Cornelius De Weever was also present and joined in congratulating both ladies. Other honorees were State’s Attorney Marilyn Mosby of Baltimore and Rev. Dr. Marie P. Braxton. All honorees were commended for their service to their communities and encouraged to “continue the work” by Rev. Shively J.T. Smith whose sermon “Familiar, yet unexpected”, reminded all present that it is the unexpected that reminds us that what is done in the church and the world is what matters.

Founded in 2013, Art Saves Lives continues to use art as a bridge to education. Their annual Summer Intensive will be held from June 27th-July 4th in St. Maarten.

Ministers Plenipotentiary Meet with National Committee 4 and 5 May at Aruba House regarding Remembrance and Liberation Day

THE HAGUE, the Netherlands - Minister Plenipotentiary, Hon. Josianne Fleming–Artsen recently joined her colleagues from Curacao and Aruba at the Aruba House to meet with representatives from the Dutch National Committee 4 and 5 May.

Ministers Plenipotentiary in The Hague, the Netherlands representing their respective countries in the Kingdom, Minister J.A. (Alfonso) Boekhoudt (Aruba), Minister Hon. Marvelyne Wiels (Curacao) and Minister Hon. Fleming-Artsen (Sint Maarten), were informed by the National Committee about the ceremony for Remembrance Day on May 4 and Liberation Day on May 5.

Representing the National Committee in the meeting was its President Joan Leemhuis-Stout, Member K. Wawoe, and Justa Bezemer, Secretary.

“This meeting reflected on the importance of remembrance and liberation. Many questions were posed for reflection. Aruba, Curacao and Sint Maarten should tell their own stories about those from the islands who also gave their life while serving the Kingdom.

“What does World War II mean to the Antilles? What are the stories to be told?  Sint Eustatius, Saba, and Bonaire also have stories to tell and these should also be told.

“With respect to the educational system, we should think about producing materials about World War II and the role that our people played. The history of World War II should be taught in the schools as it relates to world history.

“Organizing a World War II exhibition with stories from our countries would be a great idea to make our students and citizens aware, and at the same time enlightening the European Dutch citizen about the roles of these islands during the war.

“We can present it in combination with a music festival but with a message. A committee was established including members of the three Plenipotentiary houses which would continue to work out the ideas that were brought forward in the meeting.

“On May 4 all three ministers are expected to participate in the remembrance of those who died in World War II, and will also attend a classical concert in Amsterdam,” Minister Plenipotentiary Hon. Josianne Fleming-Artsen said on Sunday.

The commemoration of Remembrance Day on May 4 will be televised at 18.00 hours in the Netherlands or at midnight Sint Maarten time.

Darroux and Lake Recipients of UNESCO Scholarships Specialized Courses Programme

PHILIPSBURG - Minister Hon. Rita Bourne-Gumbs met with the two recipients of study grants for capacity building from the United Nations Educational, Scientific and Cultural Organization (UNESCO).

Secretary General for the St. Maarten National Commission for UNESCO, Marcellia Henry indicated that the study grants recipients, Donne Darroux and Nkomo Lake will be participating in the International Institute for Educational Planning (IIEP) Specialized Courses Programmein Paris, France in May, 2015.

The International Institute for Educational Planning (IIEP) is an education policy research and professional training institution of the UNESCO created in 1963.  The Institute’s research and training programmes are geared to strengthening national capacities to analyze and formulate sound education policies, realistic education plans, and manage effectively education resources such as personnel and finance.

Donne Darroux, who is a policy and research worker at the Department of Education has been admitted into theUNESCO/IIEP Specialized Course:Micro-planning and school mapping course, which will be held from May 11 to May 22, 2015.  While Nkomo Lake, who is a financial officer at the Department of Education has been admitted into theUNESCO/IIEP Specialized Course: Education Budgets and Financial Management, which will be held from May 25 to June 5, 2015.

The study grant request was submitted to the Sint Maarten National Commission for UNESCO by the Head of the Department of Education, Sidonia Lacorbiniere-Hodge in her effort to ensure her staff receives the necessary capacity building needed for them to effectively execute their tasks.  

During the meet and greet, Minister Bourne- Gumbs extended well wishes to Darroux and Lake and wished them successful completion of their courses at IIEP.  Minister Bourne-Gumbs also looks forward to them sharing theknowledge gained from the training amongst the rest of the staff at the department and within the Ministry of Education, Culture, Youth and Sports.

Minister Bourne- Gumbs also commended Lacorbiniere-Hodge for taking advantage of this opportunity to obtain funding and professional development for the staff in her department via UNESCO.

Decomposed body found. Police seeking Community Assistance on Identity of Person

DAWN BEACH - On Wednesday April 29th the Police Department received a call via the Central Dispatch that a body was found in the bushes on the top of the hill in Dawn Beach area.

Immediately Detectives and Forensic Department were directed to the scene to collect evidence and identify the body. On the scene the investigating officers found a severely decomposed body of a still unidentified male or female.

Due to the advanced discomposing situation in which the body was found it has been very difficult to determine the gender or the cause of death.

The Police Department is asking for assistance of anyone in the community who may have information that could lead to the identification or the cause of death of this person to immediately get in contact with the police department to share this information. The autopsy will determine the gender and the cause of death of this person.

The Police Department, at this time, has no reports of missing persons. (Police Force Sint Maarten)

60 Per cent Chance of Sub-Tropical System Development between Tuesday and Thursday

SINT MAARTEN – The 2015 Atlantic Hurricane Season is still less than a month away from starting, and the first Sub-Tropical System could develop near The Bahamas/Florida/Carolinas between Tuesday and Thursday next week.

The weather system according to computer guidance models has a 60 per cent chance of development.  The low pressure system is forecasted to track from west to east across the southern and south eastern Gulf of Mexico over the weekend and moving across Florida on Sunday.

Public invited to National Commemoration of Remembrance Day on 4 May. Checkout Antillesatwar Website

GREAT BAY – The countries that comprise the Kingdom of the Netherlands will commemorate on Monday, 4th May National Remembrance Day 2015 with respect to the victims of war.    

King Willem-Alexander and Queen Maxima will be present during the national commemoration of Remembrance Day this year in Amsterdam, the Netherlands.

The Government of Sint Maarten will again remember all those – civilians and soldiers – who have been killed or murdered in the Kingdom of the Netherlands or anywhere else in the world in war situations or during peace-keeping operations since the outbreak of the Second World War. 

The public are invited to attend the ceremony where the President of Parliament, the Governor and Prime Minister will also be present.

The commemoration and wreath-laying ceremony will take place on Monday, 4 May at 9.00am at the Captain Hodge Wharf in Philipsburg.

Acting Minister of Public Health Bourne-Gumbs Says Vaccinations Save Lives

PHILIPSBURG – Acting Minister of Public Health, Social Development and Labour, Hon. Rita Bourne-Gumbs says vaccinations save lives.  The 13th Annual Vaccination Week in the Americas kicked off in Duran, Ecuador, on April 25.  At that particular activity more than 2,000 children, adolescents, and adults took part.

Recently representatives from the Department of Collective Prevention Services (CPS) within the Ministry of Public Health presented the Acting Minister of Public Health Hon. Rita Bourne-Gumbs with posters as a symbolic gesture of country Sint Maarten’s support for this hemispheric event.

“Vaccinations benefit families.  It is very important to get children vaccinated so they can grow up healthy and strong. An estimated 2.5 million deaths are prevented annually due to a child having been vaccinated. Parents and guardians should always check their child’s vaccination status to make sure they are up to date.  For more information they can contact Youth Health Care,” Acting Minister of Public Health Hon. Rita Bourne-Gumbs said on Friday.

Vaccination Week in the Americas runs until the end of the day, Saturday, May 2.  Since 2003, this event has reached more than 519 million people throughout the Americas.  This year’s campaign is targeting more than 60 million girls and boys and men and women in 45 countries and territories with vaccines against measles, rubella, polio, pneumonia and other diseases.

Vaccination is a central component of universal access to health and universal health coverage, to the extent it is accessible to all those who need it.

Vaccination Week in the Americas has evolved into a worldwide health event.  More than 180 countries of the Americas, Asia, Africa, Europe, and the Middle East are joined together as the global community on April 25 also celebrated the fourth World Immunization Week.
