Social Affairs and Labour establishes there is obscurity regarding labour laws

SABA/ST. EUSTATIUS - As an employee it is possible you may not know your rights and obligations. The same applies for the employer. The Social Affairs and Employment Unit establishes that there is obscurity regarding the BES Labour Law code 2000. It is important that both employers and employees expands their basic knowledge regarding the labour Law.

Under the BES Labour Law  code 2000 falls agreements that the employee and employer can make with each other. The agreements are usually set out in a contract of employment. In the labour agreement there are agreements on working days and times, your function, salary, days off and so forth. If there is no agreement about certain matters, then the legal rules of the BES Labour Law code 2000 will apply. The attached document is a guideline for this.

It is also important to mention that all employers are required to pay employees at least the minimum wage which is indexed each year. An overview of this is also attached.

The Labour Affairs Department of Social Affairs and Employment can be of service in two matters.

1. Fulfilling the role as an mediator between employers and employees.

2. Handling dismissal requests.

In its role of as mediator Labour Affairs is a completely neutral party, that acts and decides on behalf of the Minister of Social Affairs and Employment. Employees who feel that they were treated unfairly may appeal their case. This also applies for employers. In all cases both sides will be heard. (RCN Caribbean Netherlands)

ZIKA NEWS: Food & Drug Administration advises Zika screening for all US blood centers

SINT MAARTEN/WASHINGTON – The government told all U.S. blood banks Friday to start screening for Zika, a major expansion intended to protect the nation’s blood supply from the mosquito-borne virus.

Previously, blood testing was mostly limited to parts of Florida and Puerto Rico, where Zika is spreading. Screening will initially extend to states along the Gulf Coast and a few others.

“There is still much uncertainty regarding the nature and extent of Zika virus transmission,” Dr. Peter Marks said in a Food and Drug Administration release. “At this time, the recommendation for testing the entire blood supply will help ensure that safe blood is available for all individuals who might need transfusion.”

Blood banks already test donations for HIV, hepatitis, West Nile and other blood-borne viruses. The Zika virus stays in the blood for about one week, but is thought to remain in other bodily fluids longer.

While Zika is primarily spread through mosquito bites, there have been reports in Brazil of Zika transmission through transfusion. No such cases have been reported in the United States. One Zika-positive blood donation, though, was recently intercepted in Florida, Marks said Friday.

“The donation was identified while the blood bag was still in quarantine, before it was released,” Marks told reporters on a media call. “The system worked correctly.”

Zika can also be spread through sex, and Marks said that played into the decision to expand testing. Current evidence suggests that infected men can spread the virus for several months through sex, and women can transmit it for several weeks.

Adding to the challenge is that 4 out of 5 people infected never develop symptoms, such as fever, joint pain and rash.

The Centers for Disease Control and Prevention on Friday reported the first U.S. case of a man spreading Zika through sex even though he never had any symptoms. The Maryland man had traveled to the Dominican Republic, one of the many countries in the Caribbean and Latin America hit with a Zika outbreak.

There have been nearly 2,500 cases of Zika in the U.S. linked to travel to outbreak areas. Since February, blood banks have turned away people who had recently visited those regions, under a previous FDA directive.

While the virus causes only a mild illness in most people, infection during pregnancy can lead to severe brain-related birth defects.

Blood testing began last month in parts of Florida after the first cases of homegrown Zika occurred in Miami. So far, there have been about 40 cases of Zika caused by mosquito bites in Florida. Health officials, however, don’t expect widespread outbreaks to occur in the U.S.

The FDA has authorized use of two experimental blood screening tests for Zika, one made by Roche and another from Hologic Inc. and Grifols. Several testing sites are already voluntarily using the technology, including blood centers in Texas. The cost of adding Zika testing to the screening process is less than $10 per blood donation, according to officials at South Texas Blood and Tissue Center.

FDA officials said they do not anticipate any problems supplying the tests throughout the U.S.

The tropical mosquito that spreads Zika and other viruses is found along the southern U.S. Friday’s directive lists 11 states that will need to begin screening blood in the next month because of their location or because of the influx of travelers from Zika outbreak countries.

On the list: Alabama, Arizona, California, Georgia, Hawaii, Louisiana, Mississippi, New Mexico, New York, South Carolina and Texas.

All other U.S. states and territories will have three months to comply.

An executive for America’s Blood Centers, which has more than 600 locations in the U.S. and Canada, warned that the amount of work needed to comply with the FDA’s timeline is “titanic.”

“Testing labs and the test vendors are working feverishly to allow testing to start on time in the areas subject to the 12 week timeline,” said Dr. Louis Katz, in an email.

The FDA works with other federal agencies to set standards for screening, testing and handling blood donations. Blood banks and donation centers adhere to those guidelines.

Friday’s announcement follows recent pressure from members of Congress to expand Zika screening. The move is “a strong step forward in protecting our nation’s blood supply,” Rep. Rosa DeLauro, D-Conn., said in a statement. (AP)

Officials: Zika spread through sex by man with no symptoms

SINT MAARTEN/NEW YORK – U.S. health officialson Fridayreported the first case of Zika spread through sex by a man with no symptoms of the disease.

In the other 21 U.S. cases of sexual transmission, the virus was spread by someone who at some point had symptoms.

The report details the case of a Maryland man who went to the Dominican Republic, where there is a Zika outbreak. He didn’t get sick during the trip or when he returned. But his sex partner, who hadn’t traveled, did get sick with Zika and recovered.

Zika is mainly spread by mosquitoes. Most infected people don’t get sick. It can cause a mild illness, with fever, rash and joint pain. But infection during pregnancy can lead to severe brain-related birth defects.

Doctors believe spread from an infected person with no symptoms is extremely rare; it may be that they have smaller amounts of virus in their blood and bodily fluids and are less infectious.

The Centers for Disease Control and Prevention advises couples to use condoms for two months after a partner without symptoms has returned from a Zika outbreak area, if the woman is of child-bearing age. For men with symptoms, the CDC advises condoms for at least six months.

The Maryland case is unusual and doesn’t warrant a change in that advice, said the CDC’s Dr. John T. Brooks.

French researchers in April reported a similar case of a couple without symptoms who both tested positive for Zika. But both had visited a Zika area so infection from mosquito bites couldn’t be ruled out. (AP)

Our Land Matters: A Brief History of the Beauperthuy Succession Land Issues

ST. MARTIN/COMMENTARY - Our Land Matters- We are St. Martin" is movement to safeguard the property rights of the indigenous family “Beauperthuy’s of St. Martin/ St. Maarten" and others from the French colonial powers.  The Beauperthuy family of St. Martin/ St. Maarten were given notarial deed dating back from the 1930's, and have occupied the property for over 150 yrs.  In France a group of families have gathered, unknown to those on St. Martin, claiming lineage to an 1861 family member "Pierre Daniel Beauperthuy". The “would be” successors in France created a Beauperthuy history pinpointing a “start date” of a Pierre Daniel Beauperthuy; born December 6, 1783 in Guadeloupe and died 1861 in St. Martin (No tombstone  found). His wife was Marie Sauveur Desbonnes.

After the death of Pierre Daniel his eldest son Pierre Auguste (b. 1806 d. 1878) managed the estate.  At the death of Pierre Auguste in 1878, his son Charles Daniel Esprit (b. 1861 -1935) our great grandfather was left to manage the estate. He bought his nephew and nieces shares and by prescription divided the rest of the shares with his 7 children (St. Martin Heirs) by deed of 1931/ 1932.  One of the 7 was our grandfather (Louis Gaston Ferdinand) aka “Fef” whom later transferred his deed in 1983 to his sons Louis and Ruben Beauperthuy (notary: Gerald Mouial Notaire Associe).

 In 1973 a horde of individuals living in France, Canada and Guadeloupe started court action against the occupying St. Martin family. The lawyers and justice system have dragged on these proceedings in court 43 years.  The French court appointed 3 administrators to present, and gave them rights to auction all properties, which they are presenting below market value price for special interest groups outside the island of St. Martin, specifically published in the France Antilles-Guadeloupe.

The current appointed administrator had our deeds declared void in order to auction all properties occupied for over 100 years.  Current heirs of both Ruben and Louis Beauperthuy have been told by the notary on St. Martin that they will be noted as heirs to the administrator but no division can take place while the case is in process.

Why was this individual chosen as the starting point?  It seems a bit ridiculous to go back 155 years to claim a succession of people who have never resided on St. Martin. Yet the case was built in 1973, 112 years after the             death of Pierre Daniel Beauperthuy, their starting point.

Why?  If you look at the history of St. Martin, no colonial administration was present and no governor  resided here. Only, Auguste Descoudrelles, Knight of the Order of Saint-Louis was sent in 1763 as chief commander of the island, and afterwards on this post, Sébastien de Durat, Knight of the same order in 1785. With the numerous attacks of the English between 1779 and 1781, and the arrival of the French revolutionaries in 1795, the economy was  disrupted. Then with the drop in the price of sugar, periods of drought, and the devastating hurricane of 1819, the decline was imminent for the planters.

In 1828, a decree of the Governor of Guadeloupe confirmed Marigot as the capital of the French side and in another decree in 1838, the Governor appointed the first mayor Pierre-Georges Dormoy and two municipal councilors for 5 years. The municipal council represented in the Colonial Council of Guadeloupe became a constituency. From this date on, only creole public figures administered the island, and life was quiet and unassuming.

 In the early 1970’s, the Americans discovered St. Martin/St. Maarten and began developing properties to bring in wealthy Americans.  Jet travel that started in 1960 had just begun to make travel to St. Martin possible, before it was all by boat.  With the advent of easier transport business began to come to St. Martin, KLM, Air France, American Airlines, Ford cars (just to mention a few),  all ready for when the Island was discovered by the Jet Setters of the world.

During the intervening years all the property on St. Martin was managed and passed on from one generation to another by the people who stayed, worked the land and did business here.  The French Government was not concerned or really a force in St. Martin.  It was considered a part of the French West Indies governed by Guadeloupe. However World War 2 made St. Martin a strategic Island for the Americans for German submarine surveillance. St. Martin even toyed with the idea of becoming a USA territory at one time.

All this to say that when the tourist industry began to blossom on St. Martin so did the people who wanted a share.  The people who started this lawsuit have never lived or shown any interest in

St. Martin/St. Maarten before these developments. And even now they are only going after the areas that have developed commercial value.  They are not interested in hillside property.

What are the issues that concern the people of St. Martin/St. Maarten?

First point: The current heirs in St. Martin received from the Marshall (SCP A. Cauchefer) their notification to evacuate and return the property to its natural state, having 15 days to respond to the courthouse in Guadeloupe! This property is registered as AW 59 "Boo Boo Jam” area to be auction at 341,000 euro without any offer to the land holders to purchase. This is also where Ruben Beauperthuy’s home is built. In addition a 58 page document has been presented to the heirs outlining the next liquidations of all their properties ranging from after Leader Price supermarket in direction of Chambois Hill(with the exception of residence Baie Orientalle properties in Jones’ Gut). 

Second point: Louis Beauperthuy left in his will property for future development of a new Bethany Home for senior citizens, a condition that his estate is willing to honor and implement but may not be able to see his wishes benefit the community of St. Martin. Louis Beauperthuy and his wife Hilde Beauperthuy are buried at their home in this same area.

Third point:  Pierre Beauperthuy was murdered on the 3rd of March and his estate received a notification on the 5th of March that the estate would be up for auction.  Pierre Beauperthuy loved St. Martin and strive to create tourism opportunities for the Island by giving land to the Butterfly Farm, setting up an animal shelter and a horse riding area on his land, and beginning a plantation museum “Old House” honouring the hard labour of slaves who were brought to St. Martin against their will.  This gave tourists things to see and do and helped in the economy of both the Dutch and French side. There is still no closure to his death or anyone charged in the slaying.

Fourth point: The French administration (La SELARL BCM & Associates – Bauland, Carboni, Martinez & Associates, www.bcm-aj.com)is auctioning off properties without having title, but are arranging new titles for the foreign buyers.  Meanwhile other local families that have built their properties on same Beauperthuy land that was sold by the St. Martin Commune years ago (Spring Community) cannot obtain title or deed to date.

Fifth point:  Zoning games are being played with the succession properties.  They are to be sold as NDA/UT (nature reserve) then resold as commercial property. The Beauperthuy properties alone stretch from Leader Price Supermarket to Chambois Hill in French Quarter.

St. Martin is our home.  St. Martin land holders have a right to stay on their inherited land and make a living.  This ongoing court battle is keeping St. Martiner’s from developing their land and making them pay 40 years and more of court costs just to stay on their land. They will be eventually thrown in the streets and in this way made homeless since they will be entitled to neither property  nor their own homes.

The recall has been initiated due to the presence of lead in some variants of curry products which Oriental Packing Company, Inc. produced for GraceKennedy Foods (USA) and other companies.  

Lead can accumulate in the body over time, and may cause serious and sometimes permanent adverse health consequences.  To date, no illnesses have been reported in connection with the products being recalled. 

Consumers who may have purchased the Grace Curry products bearing the above best before dates and corresponding batch numbers, should not consume them.  Instead they should return same to point of purchase, where the full cost will be refunded. The best before dates and batch numbers can be found on the top of the product caps.

Invest 99-L could become Tropical Storm Hermine and head for The Bahamas and Florida

SINT MAARTEN/CARIBBEAN – Once Invest 99-L tracks to the north of Hispaniola and into the vicinity of the Turks and Caicos Islands on Thursday, it is expected to move into an environment that is increasingly more favorable for development and intensification, Crown Weather reported on Wednesday morning.

“These increasing more favorable conditions will consist of decreasing wind shear, extremely warm ocean water temperatures and a very moist environment.

“This system needs to be watched extremely closely when it tracks across the eastern and northern Bahamas on Friday and Saturday as it could really strengthen into a hurricane as it turns westward towards south Florida and the Florida Keys. Everyone across the Bahamas, in south Florida & the Florida Keys should closely monitor the progress of Invest 99-L.

“Beyond this, I have considerable amount of concern about a serious hurricane threat to some part of the US Gulf Coast early next week. At this point, the highest area of concern is from Houston-Galveston, Texas eastward to Apalachicola, Florida. I strongly urge everyone along the US Gulf Coast to closely monitor the progress of this system.

“Looking at the latest model guidance – it appears that the GFS continues to be “out to lunch” and is missing the mark by a long shot. It makes no sense to me as to why the GFS model is not forecasting the intensification of this system when it is, at the same, forecasting a favorable environment for strengthening when it’s in the Bahamas and in the eastern Gulf of Mexico. Based on this, the GFS model guidance will be disregarded again this morning.

“The European model guidance continues to be locked in and very consistent in forecasting that Invest 99-L will strengthen quickly into a borderline tropical storm/hurricane as it tracks westward from the northern Bahamas to southeast Florida on Saturday and Saturday night. From there, the European model guidance has shifted westward with its track in the Gulf of Mexico and now shows a strengthening hurricane that tracks from east to west across the Gulf of Mexico on Sunday, Monday and Tuesday. The European model guidance now forecasts this system to make landfall near the Texas-Louisiana border as a powerful hurricane on Wednesday evening. It needs to be pointed out that this is the fourth forecast run in a row that shows a Gulf of Mexico hurricane by the European model guidance and this is concerning.

“The European ensemble guidance track spread when Invest 99-L moves into the Gulf of Mexico ranges from a due west track towards south Texas and northeast Mexico all the way to a northward turn into the Florida Panhandle. It should be noted that a majority of ensemble members are clustered from southeast Texas to the Mississippi and Alabama coast. It should be noted that 33 out of the 51 European ensemble members forecast this to be a strong tropical cyclone in the Gulf of Mexico.

“In addition to this, the UKMET and HWRF models, which are both reliable model guidance members, continues to be relatively consistent in forecasting that Invest 99-L will be either a tropical storm or a hurricane when it crosses south Florida this weekend & then intensifies it into a significant hurricane as it pushes west-northwest across the Gulf of Mexico towards the Texas-Louisiana border on Wednesday or Thursday.

“It looks fairly likely that Invest 99-L will move to the west-northwest reaching the south eastern Bahamas by late Thursday and reaching the area around Nassau and Andros Island sometime on Saturday. The reason why it is expected to move on a west-northwest course is that an area of high pressure is expected to push to the northeast and open up a space for Invest 99-L to head towards the Bahamas and south Florida.

“It looks likely that Invest 99-L will slowly develop over the next couple days as environmental conditions are not conducive to development and intensification. With that said, it would not surprise me to find out that Invest 99-L is actually a tropical depression given the presentation on satellite imagery. The more rapid and significant development and strengthening is likely to wait until Friday and especially this weekend.

“Beyond this, I am very concerned and worried that this system will be a hurricane for south Florida and the Florida Keys and then a significant hurricane for some part of the US Gulf Coast. The environmental conditions are forecast to be quite favorable for intensification in the northern Bahamas. These favorable environmental conditions are forecast to consist of ocean water temperatures in the mid and upper 80s, low wind shear and a potentially moist environment.

“The upper level pattern for this weekend into next week is expected to consist of a large upper level ridge of high pressure over the US Mid-Atlantic States and this will cause this system to be steered westward from the Bahamas into south Florida this weekend and then into the Gulf of Mexico early next week. The actual strength and position of the upper level ridge of high pressure will be crucial in determining how far west this system tracks before it turns north-westward and northward. A stronger upper level ridge could cause this system to track the entire distance of the Gulf of Mexico towards a landfall along the lower or middle Texas coast. Meanwhile, a slightly weaker and more eastward positioned upper level ridge could lead to this system turning northward towards the US northern Gulf Coast between Louisiana and Alabama.

“Now, I am trying my best not to scare or alarm you, but I do need you to be aware that this system has the potential to be a tropical storm or a hurricane for the northern Bahamas, a hurricane for south Florida and the Florida Keys and then a potentially serious hurricane for some part of the US Gulf Coast. At this point, it would be a very good idea to go through your hurricane evacuation plans, your hurricane preparedness information and your hurricane preparedness kit to make sure you have what you need and you know what to do, just in case.

“So, bottom line is that I strongly urge everyone in the Bahamas, south Florida, the Florida Keys and the entire US Gulf Coast to pay very close attention to the progress and forecasts of Invest 99-L,” Crown Weather said on Wednesday morning.

UPDATED: Tropical Depression #7 upgraded Monday night to Tropical Storm Gaston

SINT MAARTEN/BERMUDA – At 11.00PM on Monday evening August 22, 2016 the Miami National Hurricane Center upgraded tropical depression #7 to Tropical Storm Gaston, the seventh named storm of the season.

Gaston does not pose a threat to any landmass at theis point in time.

ARCHIVE, Monday, August 22, 2016 - SINT MAARTEN/BERMUDA - The National Hurricane Center (NHC) on Monday afternoon upgraded a low pressure system Invest 90-L to Tropical Depression #7.

At 500 PM AST (2100 UTC) on Monday, August 22, the center of Tropical Depression Seven was located near latitude 12.1 North, longitude 29.0 West or 360 miles west south-west of the southernmost Cabo Verde Islands in the eastern Atlantic Ocean.

 

The depression is moving toward the west near 18 mph (30 km/h).  A turn toward the west-northwest is expected on Tuesday.

Maximum sustained winds are near 35 mph (55 km/h) with higher gusts.

Strengthening is forecast during the next 48 hours, and the depression is forecast to become a tropical storm tonight (Monday) or on Tuesday.

ARCHIVE, Monday, August 22, 2016 - SINT MAARTEN/BERMUDA - Invest 90-L, which is located in the eastern Atlantic, is expected to become a tropical depression at some point today (Ed Monday) and will likely become a tropical storm and then a hurricane as we head into the later parts of this week, according to Crown Weather.

This system is expected to track on a general west-north-westerly course throughout this week and poses no threat to the Lesser Antilles.

“By this weekend into early next week, there is the potential that Invest 90-L could track towards Bermuda, however, this is not a sure thing. The European model guidance does forecast that this system may impact Bermuda as a strong hurricane.

“The GFS model guidance, on the other hand, forecasts that Invest 90-L will remain far enough east of Bermuda to not be a problem. For now, I don’t think that this system will be a threat to any land masses anytime soon, but it will be watched closely,” Crown Weather reported on Monday.

SAFE SXM PRESENTS TO POLITICAL PARTIES: EQUAL RIGHTS ON THE AGENDA

PHILIPSBURG – SAFE SXM hosted a presentation evening on August 16, with leaders and representatives of the political parties currently preparing to contest the 2016 Parliamentary Elections on September 26.

The organisation, which celebrates its third anniversary in December, is a non-profit foundation that acts as a voice and haven for the island’s LGBT community. The event, held at the John Larmonie Center, was meant to act as a springboard for future discussions with incoming members of parliament regarding equal rights for all St. Maarteners, including stronger enforcement of anti-discrimination laws and anti-violence regulations.

SAFE President, Lysanne Charles-Arrindell, opened the evening by passionately highlighting the plight of many LGBT persons in the local community, including bullying at home and at school, threats of violence by family and strangers, and discrimination in the workplace.

After her welcome, attendees listened to LGBT experience stories from each of the SAFE Board members, ranging from stories of support from one transgender individual’s parent to stories of severe discrimination, bullying and attempted suicides by young LGBT St. Maarteners.

All nine political parties were represented at the event, and all but three (the OSPP, USP and National Alliance) sent their leadership to represent their respective organisation. Candidates were able to ask questions to the SAFE board and many wondered what government could do to assist in the fight for equal rights.

“Until the language of the laws of the land are updated,” Charles-Arrindell stressed in response, “many protections cannot be enforced.” She made direct mention of Article 16 of the Constitution, which protects against discrimination based on race, gender, and religion but excludes sexual orientation and gender identity from that list. This, she says, has led to LGBT St. Maarteners being turned away from civil services such as the police force and facing increased bullying at their places of work and learning, in the case of young LGBT individuals.

Each party was given the opportunity to state their stance on the issue of equal rights and, most notably, same sex marriage. The majority of those gathered congratulated the board on their bravery for taking up this cause, and offered words of encouragement, including HOPE, PPA, NA, SDM and USP.

Some standout statements included the Democratic Party (DP), represented by MP Sarah Wescot-Williams, who admitted that there was still a considerable struggle ahead for equal rights and same sex marriage, which she says the DP supports. She urged SAFE to maintain the pressure even after elections, to ensure that those who pledged support were held accountable.

The OSPP, represented by Denissen Philips, gave a touching statement that while he may not agree with ‘the details,’ he would love his child the same if they had ever told him that they were gay or lesbian and stated that people had to put themselves in the shoes of LGBT people to understand their struggle.

The SMCP, while supporting equal protections against discrimination, bullying and violence, did not support same sex marriage, as it went against their party policy. Only one party, the United People’s Party (UPP), had incorporated planning for addressing equal rights and same sex unions in their manifesto, an excerpt of which UPP candidate Tatiana Arrindell read aloud to those gathered as a response to her party’s stance on the issue.

The SAFE board is particularly pleased with the outcome this year’s pre-election meet and greet. The foundation had previously invited the parties contesting the 2014 Parliamentary Elections and had received only two responses. The board hopes that this signals a step forward on the continued path towards full equal rights for all St. Maarteners and wishes all candidates good luck in the upcoming election.

Soualiga Corporate Toastmasters Start up 2016/2017 Year of Activities

PHILIPSBURG – Soualiga Corporate Toastmasters Club (SCTMC) enthusiastically jump started the 2016/2017 year of activities during their meeting themed “KICK OFF” on July 27th, 2016 followed by a backwards meeting  themed “Being a Leader” on August 10th, 2016.  

Backwards meetings are one of the many creative ways that Toastmasters keep meetings exciting and  interesting where the entire meeting is held in reverse starting with the last item on the agenda and ending by welcoming the members and guests to the meeting.

SCTMC was chartered on August 25, 2004 and is the fun place where civil servants meet to acquire the tools that enable members to become effective communicators and leaders. It is a part of Toastmasters International, a worldwide organization that help members learn the arts of speaking, listening, and thinking via a vibrant program of communication and leadership projects. Our friendly island is currently home to six Toastmasters clubs for which the vivacious SCTMC is the one and only corporate club.

With a lot of innovative and creative activities and meetings coming up, 2016/2017 promises to be an active year for the civil servants’ Toastmasters club. Meetings are held on the 2nd and 4th Wednesdays of every month by the Government Building in the A.C. Wathey Legislative Hall for all civil servants at 5:30 PM. The next meeting will held on August 24th, 2016 for the Humorous and Evaluation Speech Contest.

UPDATE: Gaston may be the next named storm by weekend or early next week. Could pass close to Lesser Antilles

SINT MAARTEN/CARIBBEAN – “Tropical Depression #6 isn’t the only system we are tracking as another tropical disturbance now located near the west coast of Africa is likely to develop into a tropical depression and very possibly a tropical storm this weekend as it pushes westward across the eastern and central Atlantic,” Crown Weather reported on Wednesday.

If the next tropical wave develops into a storm, it will be the seventh named storm for the 2016 Atlantic hurricane season and will be called Gaston.

“All of the model guidance, including the GFS, European and Canadian model guidance, forecasts this tropical wave to organize and strengthen into a tropical depression and perhaps a tropical storm by aboutSundayorMonday. It should be noted that the model guidance consensus is that this system may track much further west than TD #6 maytrack.

“In fact, the latest GFS model guidance forecasts this system could make it as far west as the Carolina coastline at the very end of the month. The European model guidance forecasts immediate strengthening into a strong tropical cyclone and in turn forecasts a quick turn into the open waters of the eastern Atlantic. At this point, I think we will see much slower development than what the European model suggests and I think we will see a west or west-northwest track for at least several days across the eastern and central Atlantic next week. We see this possibility with the UKMET model guidance which forecasts slow development and a nearly due westward track towards the Lesser Antilles by the middle part of next week.

“The tropical wave now located along the coast of western Africa has the potential to be much more of a problem than TD #6. I think that we will see a general west and west-northwest track of this system once it moves into the eastern Atlantic this weekend. In addition, I think that slow and gradual development and strengthening is more possible than immediate robust strengthening. This means that this system will probably be steered more by the low-level wind flow which is generally moving from east to west across the eastern and central Atlantic.

“At this point, this is a disturbance to just keep an eye on as we have more than plenty of time to watch it. Those of you in the Lesser Antilles and north-eastern Caribbean should keep an eye on this disturbance as it does have the potential to push far enough west to be an issue for you by later next week,” Crown Weather concludes.

ARCHIVE, 16 August, 2016: SINT MAARTEN/CARIBBEAN - Satellite imagery from Africa shows three distinct tropical disturbances, Crown Weather reported on Tuesday. The first tropical disturbance is located over the west coast of Africa, the second disturbance is located over Mali in west-central Africa and a third disturbance is located over the western Sudan in eastern Africa.

“Out of these three tropical disturbances, I think the disturbance now located over Mali (near 0 Degrees Latitude) has the highest chance of developing this weekend once it pushes into the eastern Atlantic. With that said, all three tropical disturbances will be monitored closely, especially once they move into the eastern Atlantic.

“The GFS and European model guidance forecasts that the second tropical wave near Mali will move off of the coast of Africa into the eastern Atlantic aroundSaturday. The European model guidance forecasts almost immediate development into a tropical cyclone with a track north-westward into the open eastern Atlantic with no threat to land.

“The GFS model guidance, on the other hand, forecasts a more westward track next week from the eastern Atlantic to the central Atlantic. In addition, the GFS model keeps this system to the north of the Caribbean but seems to push it far enough west to be a potential threat to the Bahamas and the US East Coast.

“At this point, we are going to have to wait and see how developed this tropical wave is when it pushes off of the coast of Africa aroundSaturday. If Invest 98-L is any indication, then I think the European model may be strengthening the tropical disturbance near Mali too quickly and the slower development forecast and thus further west track by the GFS model guidance may end up being closer to reality. I am keeping a close eye on this and I will have updates for you in the coming days.”

International Day for Remembrance of the Slave Trade and its Abolition – on Sint Maarten at the library

PHILIPSBURG — The Africa Caribbean Heritage Alliance (ACHA) in collaboration with The Philipsburg Jubilee Library (PJL) and the Sint Maarten National Commission for UNESCO will commemorate the UN observance of the International Day for the Remembrance of the Slave Trade and its Abolition on Monday August 22nd and Tuesday 23rd August, 2016 from 6 pm to 9pm, under the theme “Unleashing YOUR Potential- It Is Boundless”

This commemorative celebration is twofold.

It commences on Monday August 22nd, 2016 at 5.00 pm with the viewing of the DVD, “the Middle Passage at the library.  The movie will be followed by a discussion on the topic.  Although reserved mainly for secondary students from the various Service Clubs, other interested secondary students are encouraged to attend as the organizers believe that this DVD should be viewed by as many secondary school students as possible. The main objective of the viewing of the DVD is to “break the silence” on the Slave Trade, slavery and their consequences, and to promote intercultural dialogue.

On Tuesday August 23rd, the celebration will continue for the general public with activities including the unveiling of an Afro Caribbean exhibition, a fashion show of cultural wears, food and beverage (which will be on sale), storytelling, and head-tie demonstration among other things from Africa to St. Maarten with the aim at finding more positive ways to reconnect St. Maarten and the broader Caribbean with Africa.

To enhance this celebration, the library will be hosting an exhibition in collaboration with ACHA Foundation, St. Maarten National Heritage Foundation and the Surinamese community.

During the course of the week various movies will be shown pertaining to Slavery and the Abolition of the Trans Atlantic Slave Trade.

We hope to see a very positive turn out as it will be a week full of activities aimed at educating the general public of our journey from before, during and after slavery to the present. This is an event that has never been experienced before on St. Maarten. Come along with a family member and tell a friend.
