SINT MAARTEN (COMMENTARY – By Tadzio Bervoets) - The garbage situation on Sint Maarten has been a serious concern for some time, and in recent weeks it has become harder to ignore.

Piles have been building up in Cole Bay and other neighborhoods, contractual disputes between government and the local waste haulers have moved into public view, and the landfill itself has been described in recent reporting as being in a precarious state. 

I want to read this alongside another story currently in the international news, because the two echo. Over the past few days, media and health authorities have been covering a cluster of Andes hantavirus cases connected to the MV Hondius, a Dutch-flagged cruise vessel, with several passenger fatalities following travel in South America.

Investigators in Argentina now believe the outbreak began with a 70-year-old Dutch ornithologist and his wife who visited a rat-infested landfill just outside Ushuaia, in the days before boarding the ship.

The landfill is a known birding site, since rare Patagonian species are drawn to the waste, which is what brought the couple there. Authorities suspect they inhaled aerosolized particles from the urine and droppings of rats carrying the Andes strain of hantavirus. The husband died on the ship; his wife died two weeks later. 

This particular outbreak started at a pile of garbage that produced enough rats to sustain a viral reservoir, in a place ordinary visitors walked into. That is the part Sint Maarten should be reading carefully.

Hantavirus is the headline, and I am being careful with the word, but closer to home leptospirosis is also worth mentioning, since it spreads through water and soil contaminated by rodent urine and shows up in the Caribbean regularly. There is no outbreak here, and I am not insinuating there is, but the conditions that allow these diseases to circulate are present on this island.

For a country that sits within the Kingdom of the Netherlands and ranks among the busiest cruise destinations in the Caribbean, this is worth thinking about. Thousands of visitors move every week through ports and an airport that empty into the same streets, drains, and shorelines residents live with year-round.

None of this is meant as criticism of the cruise sector, which remains a central pillar of our economy, supporting employment, businesses, government revenue, and thousands of livelihoods.

The argument is simpler: a destination that depends this heavily on tourism needs strong environmental and sanitation standards, because that is how an industry like this is protected over time. When large numbers of people move through concentrated urban and coastal spaces, the basics matter — regular waste collection, clean public areas, working drainage, healthy ecosystems — and they are part of what visitors are actually paying for.

The current crisis is also a chance to stop treating waste management as a standalone sanitation issue and start treating it as part of a wider conversation about sustainability and resilience.

Better waste systems give us environmental protection, climate adaptation, public health preparedness, tourism stability, and stronger communities at the same time. We already know what happens when our environmental vulnerabilities meet our economic and infrastructure pressures, because Irma made that lesson clear, and climate change continues to add pressure in ways that make integrated environmental management a present-day requirement.

Clean-up campaigns and reactive sweeps after public frustration have never carried this conversation forward. The actual path runs through long-term planning, real investment in infrastructure, stronger enforcement against illegal dumping, public awareness, and the modernization of waste systems we have been discussing for years.

Sint Maarten's environmental and economic futures rest on the same foundations. The garbage problem deserves a steady, serious response, well past any single news cycle, because environmental management is one of the basic things a country like ours has to get right.

A landfill at the end of the world has just made the case for taking ours, and our garbage situation in general, much more seriously.

SINT MAARTEN (COLE BAY) — Perpetual Plastics, a plastic recycling social workspace operating under the EPIC Foundation, is proud to celebrate its second anniversary in conjunction with International Plastic Free Day. In just two years, the organization has established itself as a cornerstone of environmental, social, and educational impact on the island.

Since opening its doors, Perpetual Plastics has processed over 2,200 kilos of High-Density Polyethylene (Type 2/HDPE) and Polypropylene (Type 5/PP) plastics, transforming waste into beautiful, useful, and reusable products using the internationally recognized open-source Precious Plastic method.

The workspace has educated more than 2,800 youth and hosted seven international interns, along with over 50 local high school students fulfilling their community service hours.

Beyond recycling, the organization has become a vital community resource. Perpetual Plastics hosts clients from the Sister Basilia Center, and the Guided Living program, of the White and Yellow Cross Care Foundation twice weekly, as well as the Mental Health Foundation once weekly.

It also maintains working relationships with the Labour Department and The Court of Guardianship, providing meaningful opportunities for individuals with a distance to the traditional labour market.

The organization's reach extends to schools, businesses, hotels, restaurants, marinas, and more — all contributing their plastics to keep waste out of landfills and nature. The workspace currently operates with multiple moulds capable of producing approximately 25 different items, and has hosted numerous workshops for team building, tourism experiences, and community get-togethers — welcoming local residents, tourists, and even cruise line staff alike.

Perpetual Plastics has also participated in international training exchanges with like-minded organizations on Curaçao, in the Netherlands, and the United Kingdom, and has been an active organizer of community, hiking and mangrove clean-ups, as well as hosting and attending artisanal markets across the island.

"Our impact has greatly been made thanks to your involvement," said the Perpetual Plastics team. "For this, we have a reason to celebrate."

The team extends its heartfelt gratitude to all volunteers — those who have shown up consistently over the years and those who gave even an hour — as well as to all local, regional, and international funders and donors whose support has made all this work possible.

SINT MAARTEN (GREAT BAY) - On the occasion of Lupus Awareness Day, the UPP is paying tribute to the many Lupus warriors across Sint Maarten who continue to face one of life’s toughest battles with strength, dignity, and determination.

While Lupus is often described as an invisible illness, the fight faced by those living with the disease is very real. Behind every diagnosis is a person pushing through pain, exhaustion, uncertainty, and emotional hardship while still showing up for their families, careers, and communities.

“Today is not only about awareness. It is about recognizing fighters,” the UPP stated. “There are people in our community carrying burdens many will never fully see or understand, yet they continue to rise every single day. That strength deserves recognition and respect.”

Lupus affects individuals differently, often making daily life unpredictable and difficult. Despite this reality, many persons living with the disease continue to inspire others through courage, perseverance, and determination.

“To every person battling Lupus, we want you to know that your fight is seen,” the statement continued. “The days when your body feels tired, the moments when the pain becomes overwhelming, and the sacrifices made behind closed doors do not go unnoticed. Your perseverance is powerful.”

Recognition was also given to the families, friends, caregivers, and healthcare professionals who stand beside Lupus patients throughout their journeys, often serving as an important source of strength and encouragement.

The UPP further called for continued awareness, compassion, and support within the community, stressing that greater understanding of chronic illnesses remains important in building a healthier and more caring society.

“Lupus warriors remind us every day what true strength looks like,” the statement concluded. “Today we celebrate you, we honor your fight, and we encourage you to continue pushing forward. Keep fighting. Keep shining. Keep making it happen.”

SINT MAARTEN (PHILIPSBURG) – On Friday, April 3rd, fuel pump prices will be adjusted for gasoline and diesel at 6:00 AM. 

The current price of unleaded gasoline is Naf.2.850 per liter, will be adjusted to the new price of Naf.3.055 per liter.

The current price of diesel is Naf.2.679 per liter, will be adjusted to the new price of Naf.2.716 per liter.

The Government of Sint Maarten regulates the prices of petroleum products by imposing a maximum price at which wholesalers and retailers can sell these products in the country to motorists.

At the international level, the prices of crude oil have experienced adjustments and local prices follow the international trend, and therefore prices are adjusted to reflect this.

SINT MAARTEN (GREAT BAY) - As of February 25, the Sint Maarten Tax Administration reports that 11,898 QR code stickers about 23% of the total 51,869 ordered, have been sold for the 2026 Motor Vehicle Stickers period.

While many vehicle owners have already paid for and collected their stickers, the current figures indicate that approximately 77% remain outstanding. Motorists are strongly urged to pay for and collect their QR code stickers.

A closer look by vehicle category shows that for personal vehicles, 29,000 M category stickers were ordered, with 6,327 sold to date, and 9,999 P category stickers were ordered, with 2,775 sold.

For public transportation classifications, 350 Bus category stickers were ordered and 116 sold; the T category shows 270 ordered and 80 sold, while the Taxi category has 600 stickers ordered and 377 sold.

Within specialized vehicle classifications, Z plates account for 650 ordered and 119 sold. The R category reflects 3,600 stickers ordered and 715 sold, the G category shows 160 ordered and 56 sold, the V category has 5,000 ordered and 1,057 sold, and the MF category reflects 1,900 stickers ordered and 187 sold.

These figures clearly indicate that many motorists have yet to meet their obligations. The Tax Administration strongly encourages all vehicle owners to visit the Receiver’s Office, which operates from 8:00 AM to 3:30 PM daily throughout February, with cash payments accepted until 3:00 PM. Payments can also be made online via https://services.sintmaartengov.org/ or through bank transfer.

The Sint Maarten Tax Administration urges all motorists not to wait until the final hours to comply and to ensure that their vehicles are stickered and legally compliant.

SINT MAARTEN (COLE BAY/SIMPSON BAY) - The Police Force of Sint Maarten (KPSM) informs the public that traffic measures will be implemented today, Monday, February 9, 2026, to help alleviate congestion in the Cole Bay/Simpson Bay area during peak hours between 3:30 PM and 5:00 PM.

  • During this period, vehicles cannot use Arlet Peters Road to travel toward Cole Bay. All vehicles must instead use A.J.C. Brouwers Road toward Kruithoff Roundabout to reach Simpson Bay or Cole Bay.
  • Traffic from Simpson Bay will be directed along A.J.C. Brouwers Road toward Harold Jack, through the roundabout at Indigo Bay, and continue via Link 1 to Little Bay.
  • Oversized vehicles unable to use Arlet Peters Road will be permitted to proceed via Kruithoff Roundabout to Brouwers Road.
  • All traffic using Union Road is requested to use Arlet Peters Road to reach A.J.C. Brouwers Road.

KPSM asks for the cooperation of all drivers to assist with this traffic management action and ensure smooth traffic flow.

INDIA/CARIBBEAN - In the lush, tropical backwaters of northern Kerala, India, a familiar but deadly shadow has returned to the headlines. Local India health authorities have once again activated the "Nipah Protocol," a sophisticated containment machine built from the lessons of past tragedies.

While the rest of the world has largely moved on from the pandemic era, the residents of districts like Kozhikode and Malappuram, India, live with a seasonal reality: the threat of the Nipah virus (NiV). With a case fatality rate that can soar to 75%, it is one of the most feared pathogens on the planet.

The Midnight Trace

Last week, when a young man presented at a private hospital with symptoms of acute encephalitis, the machinery didn’t hesitate. Within hours, a "Route Map" was published—a detailed timeline of every place the patient had visited, from tea stalls to bus stations.

"We don't wait for the labs to come back from Pune anymore," says Dr. Anjali Menon, a local epidemiologist. "In the time it takes for a courier to fly a sample to the National Institute of Virology, we have already 'ring-fenced' the family and identified over 200 primary contacts. With Nipah, speed is the only vaccine we have."

A Zoonotic Puzzle

Nipah is a zoonotic virus, jumping from fruit bats to humans, often via contaminated date palm sap or half-eaten fruit. Unlike COVID-19, which is highly transmissible but has a lower fatality rate, Nipah is the inverse: it is difficult to catch, but if you do, the odds are stacked against you.

The virus causes a rapid swelling of the brain. Patients often fall into a coma within 48 hours of the first neurological symptoms. Because there is no known cure or vaccine, the medical response is a harrowing exercise in "supportive care" and strict isolation.

The "Kerala Model" of Containment

India’s central government and the Indian Council of Medical Research (ICMR) have praised the state's grassroots response. The "Kerala Model" involves:

  • Decentralized Health Care: Village-level workers who know every household in their jurisdiction.
  • Psychological Support: Mental health teams that call isolated families daily to combat the stigma associated with the "bat virus."
  • Monoclonal Antibody Access: While experimental, India has imported limited doses of M102.4, a monoclonal antibody, for compassionate use in extreme cases.

The Global Perspective

The World Health Organization (WHO) continues to list Nipah as a priority pathogen—one with the potential to cause a public health emergency. However, experts note that Nipah’s sheer lethality actually hinders its spread.

"A virus that kills its host this quickly often struggles to create a pandemic," explains Dr. Menon. "But that is cold comfort to the families in the isolation wards. For them, this isn't a global statistic; it's a fight for every breath."

As the monsoon season ends and the bat migration patterns shift, health officials remain on high alert. In the narrow lanes of Kozhikode, the message on the posters remains clear: Wash your fruit. Avoid the sap. Report the fever. In the battle against Nipah, silence is the enemy, and transparency is the only shield.

Regional Defense: How Southeast Asia Manages the Nipah Threat

While India's Kerala state has become a modern case study for Nipah containment, the virus was first identified in Southeast Asia in the late 1990s. Countries in this region have developed distinct legislative and agricultural strategies to manage the risk of zoonotic spillover.

  1. Malaysia: The "Pioneer" of Prevention

Following the devastating 1998-1999 outbreak that nearly crippled the national pork industry, Malaysia implemented some of the world's strictest agricultural zoning laws.

  • Buffer Zones: The government mandated the removal of fruit trees (the primary habitat for Pteropus bats) from the vicinity of commercial pig farms to prevent bat droppings from contaminating livestock.
  • Banning Mixed Farming: Legislation now discourages or prohibits "multi-species" farming where fruit orchards and livestock share the same land.
  • Biosafety Upgrades: Large-scale pig farms must now utilize enclosed housing systems with mesh netting to prevent bats from entering the premises.
  1. Bangladesh: The "Nipah Belt" Surveillance

Unlike Malaysia, where the virus jumped from bats to pigs to humans, the spillover in Bangladesh is direct from bats to humans via Raw Date Palm Sap (RDPS).

  • The "No-Raw-Sap" Campaign: Massive public health campaigns use the slogan "No Raw Sap, No Nipah." Since the sap is a traditional winter delicacy, the government promotes boiling the sap or using "bamboo skirts" to cover the collection pots.
  • The "Skirting" Initiative: Authorities have distributed and taught farmers how to create physical barriers over the collection trees to prevent bats from licking the sap or urinating in the collection jars.
  1. Thailand: Proactive Bat Monitoring

Thailand has one of the most robust wildlife surveillance programs in the region, focusing on the source rather than the symptoms.

  • Red-Zone Mapping: The Thai Red Cross Emerging Infectious Diseases Health Science Centre regularly samples bat populations across the country to map "hotspots" where the virus is currently circulating in animals.
  • One Health Strategy: Thailand uses a "One Health" approach that integrates veterinarians, wildlife experts, and human doctors in a single data-sharing network to catch the virus before it reaches a human host.
  1. Singapore: Import Vigilance

As a major trading hub that imports most of its food, Singapore’s strategy focuses on border biosecurity.

  • Import Bans: Singapore maintains a long-standing ban on the import of live pigs and raw pork from regions with active or historical Nipah outbreaks.
  • Laboratory Preparedness: Singapore has invested heavily in BSL-4 (Biosafety Level 4) laboratories to ensure they can identify the virus within hours of a suspected case landing at Changi Airport.

At the moment a number of countries in Southeast Asia have instituted public health airport screening protocols for travelers at their borders, namely, Thailand, Malaysia, Vietnam, Nepal, Hong Kong/China, and Indonesia. The overall regional risk is Southeast Asia is considered low.

These tools form an important part of the CBCS’ broader strategy to strengthen data visualization and improve the accessibility, transparency, and clarity of official statistics for a wide range of users.

The Monetary & Financial Statistics Dashboard provides a visual overview of credit developments, monetary data, financial system trends, and other key indicators within the monetary union.

This dynamic tool enables users to better interpret monetary and financial developments through intuitive, easy‑to‑navigate visual formats.

Meanwhile, the External Sector Statistics Dashboard provides insights into balance of payments developments, trade flows of goods and services, investment patterns, and other external sector indicators, helping users better understand the monetary union’s external vulnerabilities and economic linkages with global markets.

These dashboards are central to the CBCS’ ongoing efforts to modernize the way statistical information is disseminated.

By transitioning from static publications to dynamic, interactive tools, the CBCS aims to: • Improve access to complex economic data • Enhance transparency and public understanding • Support evidence-based decision making • Encourage wider use of official statistics in research, planning, and policy discussions.

Both dashboards allow users to analyze trends interactively, export data, and incorporate insights into their own analyses and decision-making processes. Most data are available at the monetary union level as well as separately for Curaçao and Sint Maarten.

As a result, policymakers, researchers, financial institutions, journalists, students and the general public now have access to user friendly visualizations of key macroeconomic indicators.

Looking ahead, the CBCS plans to further expand its dashboard with real sector and public sector statistics dashboards. These additions will create a more complete suite of interactive tools, enabling users to explore economic developments across all major sectors through a unified platform.

The CBCS also plans to introduce medium-term forecasts of key economic indicators, further strengthening the dashboards’ value for forward-looking analysis and policy assessment.

With these initiatives, the CBCS reaffirms its commitment to delivering timely, reliable, and high‑quality economic data in a format that is easy to explore, visualize, and interpret.

SINT MAARTEN (GREAT BAY) - The Diabetes Foundation of Sint Maarten (DFS) is celebration November the Diabetes Month. On November 14 is International Diabetes Day.

The DFS program for Diabetes Month:

November 3, past Monday DFS tested seniors at the John Larmonie Center where about 165 seniors were tested and about 95 seniors this morning. Our tests consist of checking the Glucose level, Hypertension, Cholesterol and body Mass Index (BMI).

November 8, DFS will be testing at the Carrefour Supermarket at Bush Road from 9.00 a.m. to 12.00 noon.

November 14, International Diabetes Day DFS is organizing together with the Collective Prevention Service (CPS) a Symposium at John Larmonie Center where the general public is invited to come.

The symposium starts at 6.00 p.m. to 9.00 p.m. where DFS will be having doctors and medical staff, Dietitian, Diabetic nurse and specialist to come and speak about the Diabetes and their consequence.

November 15, DFS will be organizing a walkathon starting at Belair Center to go to Philipsburg and back via Bush Road to the Belair Center.

The walkathon will start at 6.00 am where WIEMS will be available for any help needed during the walkathon, and DFS will also have water-post during the walkathon.

SINT MAARTEN (GREAT BAY) - The Department of Statistics (STAT) reports continued positive developments in the tourism sector for the second quarter of 2025.

Airport Passenger Arrivals Up

Because of the change in methodology, direct comparisons with data from previous years cannot be made.

To maintain some level of continuity during this transition and following the advice of PJIAE, STAT used the January to December 2024 airport arrival figures as a baseline, adjusted by deducting 10% to account for resident travelers. This adjustment is consistent with historical Immigration Office data collected over the past decade.

It should be noted that PJIAE has not traditionally served as the Department’s primary source for visitor arrival data, since their system provides only aggregated passenger counts and does not differentiate between residents and non-residents.

Although the methodologies differ, the adjusted 2024 estimate (using a deduction of 10% accounting for St. Maarten residents) provides a reasonable benchmark for approximate comparison. Without such an adjustment, only the total number of visitor arrivals in 2025 could be presented, without the context of growth figures or year-over-year changes.

Given the above-mentioned, St. Maarten recorded 209,876 airport passenger arrivals in Q2 2025. This represents a 16.9% increase compared to 179,552 for the same period in 2024.

This growth underscores the improved accuracy and reliability of arrival records, which are now based on consistently applied criteria that exclude Sint Maarten residents, transit passengers, and transfer passengers. STAT uses these figures as the official benchmark for passenger movements through Princess Juliana International Airport (PJIAE).

Cruise Passengers Arrivals Up
The cruise sector also posted similar results in Q2 2025. Preliminary data show that 236,391 cruise passengers arrived between April and June 2025, an increase of 14% compared to the 207,428 recorded during the same quarter in 2024.

This growth underscores St. Maarten’s position as a thriving port of call in the Caribbean.

Tourism Sector Outlook
Together, both air and cruise tourism indicators highlight a healthy and growing industry. Passenger movements provide insight into overall visitor traffic through the airport, while cruise arrivals reinforce St. Maarten’s strength as a hub for day visitors.

SINT MAARTEN (GREAT BAY, (DCOMM) – On Friday morning August 15, 2025, Tropical Storm Erin was upgraded to a Category 1 hurricane. Hurricane Erin is the first hurricane for the season, and it continues to make its way across the eastern Atlantic Ocean towards the Leeward Islands.

The Meteorological Department of Sint Maarten (MDS), said on Friday that a Tropical Storm Watch remains in effect for Sint Maarten until further notice. A watch is issued when tropical storm conditions of sustained winds of 39 to 73 miles per hour are possible within a specified area within 48 hours.

MDS says Erin is expected to pass at its closest point approximately 150 miles north of Sint Maarten on Saturday, August 16, 2025.

The Government of Sint Maarten is advising all residents and visitors to take immediate precautionary measures as Hurricane Erin, the first hurricane of the 2025 Atlantic season, moves west-northwest in the direction of the St. Maarten.

As of the 11:00 a.m. advisory from the National Hurricane Center (NHC), Erin is a Category 1 hurricane located at 18.2° N, 56.1° W, approximately 460 miles east of the St. Maarten, with maximum sustained winds near 75 mph.

In preparation for the potential impact, all Government offices will close today at 12:00 p.m. This decision is to allow civil servants time to secure their homes and ensure the safety of their families. The closure of the private sector remains at the discretion of individual employers.

The public is urged to:

Secure all outdoor items, including furniture, construction materials, and garbage bins.

Remove or dismantle billboards, banners, and temporary signage to prevent them from becoming dangerous projectiles.

Clear drainage ditches and yard gutters to reduce flood risk.

Stock up on essential supplies including potable water, non-perishable food, medications, flashlights, and batteries.

Avoid unnecessary travel once weather conditions begin to deteriorate.

Business owners should secure storefront glass, ensure signage is firmly anchored or removed, check rooftop installations, and ensure backup power sources are functional and fueled.

Visitors are advised to follow all guidance from their accommodation providers, avoid beaches from tonight onward due to high surf and dangerous rip currents, and monitor official communications from the Government, the Meteorological Department of Sint Maarten and the office of Disaster Management.

Based on the NHC forecast, tropical storm conditions are possible in Sint Maarten as early as Saturday morning, August 16, with winds between 40–50 mph and gusts up to 60 mph possible. Rainfall totals of 2–4 inches, with isolated amounts up to 6 inches, may result in flash flooding and localized landslides in vulnerable areas. Seas are expected to reach 10–15 feet, creating dangerous surf and rip currents along east- and north-facing shores.

Honorable Prime Minister Dr. Luc Mercelina stated, “The safety of our people and visitors is our highest priority. While the forecast indicates that Hurricane Erin will pass north of our island, the potential for strong winds, heavy rains, and rough seas is very real. We must be prepared at all times as we in the peak of the hurricane season.”

He further urged timely action, “I am calling on residents and business owners to secure their properties, remove loose items, and follow all official advisories. The time to prepare is now, not when the winds begin to blow. Together, we can reduce the risks and protect lives.”

PM Dr. Mercelina also addressed the private sector, “While the decision to close remains with individual employers, I encourage businesses to consider early release, so employees have time to make their homes safe and assist their families. Preparedness is a shared responsibility.”

Residents and the business community should continue to monitor the progress of Hurricane Erin and to make sure their property is storm/hurricane ready.

GREAT BAY, Sint Maarten (DCOMM) – Tropical Storm Erin continues to make its way across the eastern Atlantic Ocean towards the Leeward Islands. At the same time, it’s strengthening and is forecast to become a hurricane on Friday.

According to the Meteorological Department of Sint Maarten (MDS), due to the uncertainties surrounding both the track and intensity of this system, a Tropical Storm Watch is in effect for Sint Maarten until further notice. A watch is issued when tropical storm conditions of sustained winds of 39 to 73 miles per hour are possible within a specified area within 48 hours.

MDS says Erin could pass at its closest point approximately 135 miles northeast of Sint Maarten on Saturday, August 16, 2025.

The Emergency Operations Center (EOC) will meet on Friday morning August 15, 2025 where an update will be provided about the forecast track of Erin and what further advice and actions will be taken after the assessment.

Residents and the business community are being called upon to continue to monitor the progress of Tropical Storm Erin and to review their hurricane season preparations and to make sure their property is storm/hurricane ready.

MDS says potential impacts associated with this system are heavy rainfall and thunderstorms, gusty winds and elevated seas.

Fire Chief and National Disaster Coordinator of the Office of Disaster Management (ODM) Clive Richardson is calling on residents and the business community to be prepared to take precautionary measures.

Boat owners/mariners are advised to implement their storm/hurricane season action plans in order to safeguard their vessel. Small vessels should not venture out to sea.

The building sector should review and be prepared to implement their storm-ready plans. Construction activities, trenching and excavation works, are taking place throughout the country, and at building and construction sites, materials and debris laying around could pose a threat in the event of a storm/hurricane. Contractors and builders are requested to make sites storm/hurricane ready.

Food wholesalers and warehouse depots are requested to review and be prepared to implement their storm ready plans for their establishment by

securing their properties, making sure that there are no unsecured pallets on their property.

Persons should not venture out over the weekend on hikes or mountain biking and swimming, as sea conditions are forecast to gradually deteriorate.

SINT MAARTEN (GREAT BAY) - On World Mangrove Day, the Dutch Caribbean Nature Alliance (DCNA) is sounding the alarm: mangroves, nature’s coastal protectors, are under serious threat across the region.

Found only on Aruba, Bonaire, Curaçao and St. Maarten, these salt-tolerant forests are among the most powerful ecosystems in the Dutch Caribbean. They absorb up to 10 times more carbon than tropical rainforests, buffer coastlines from erosion and storms, and provide nursery grounds for countless marine species.

Yet across the islands, mangroves are declining fast. But there’s a path forward, if we act now.

Alarming Findings

The recently published State of Nature Report Caribbean Netherlands, by Wageningen Marine Research and subsidized by the Ministry of Agriculture, Fisheries, Food Security and Nature (LVVN), reveals a disturbing trend for mangroves.

The report identifies coastal development and erosion, made worse by poor water management and sedimentation, as the biggest threats to mangroves today. The report finds that, on Bonaire, many mangroves areas show declining ecological conditions, especially in places like Lac Bay and Lagun where hydrological disruption is severe.

Sediment buildup is suffocating root systems, and degraded upstream catchments are funneling more runoff into mangrove zones than ever before. Although this report focused on the mangroves of Bonaire, these threats and environmental patterns are seen on the other three islands (Aruba, Curaçao, and St. Maarten) as well.

Mangroves are a cornerstone of both climate resilience and biodiversity, providing essential services that benefit people, wildlife, and the economy. From buffering coastlines against storms to supporting fisheries and storing vast amounts of carbon, their role in ecosystem health cannot be overstated.

The State of Nature Report makes it clear: without immediate and sustained action, we risk losing these critical habitats, and with them, the natural defenses our islands depend on

Where Do We Go from Here?

The Ministry of LVVN plays a crucial role in nature conservation in Bonaire, Saba, and St. Eustatius, as outlined in the Nature and Environmental Policy Plan Caribbean Netherlands (NEPP) 2020–2030.

Recent statements, such as DCNA’s call to action stressed the need for immediate action while a joint statement published by WWF and island partners (including DCNA, local protected area management organizations and nature NGOs) estimated €300 million in additional funding is needed to meet the NEPP’s 2030 milestones.

Roughly half of this is required for direct conservation and restoration of nature (such as mangroves, coral reefs, forests), while the other half is needed to upgrade critical environmental infrastructure, such as wastewater treatment systems.

It’s a big number, but big problems demand bold investments if we want to see real, lasting change for nature. Delaying action will only make future solutions more expensive and less effective, while ecosystems continue to degrade.

At the same time, the other Dutch Caribbean islands, Aruba, Curaçao and St. Maarten, also face growing threats to their ecosystems and are in need for more support. There is an urgent need for a coordinated regional approach and more equitable funding across all six islands.

DCNA is committed to helping lead this change for all six Dutch Caribbean islands. With support from the Dutch Postcode Lottery and co-funding from WWF-NL and Bloomberg Philanthropies, DCNA is kick-starting the Conservation and Restoration of Key Habitats Program.

To help reverse the alarming decline of mangroves and other key habitats, this regional Program will place strong emphasis on key habitats such as mangroves, scaling up on-the-ground restoration, strengthening environmental policy and enforcement, and embedding habitat protection into spatial planning and climate strategies at both national and island levels.

If we lose mangroves, we lose one of nature’s most effective shields against climate change and biodiversity loss. But with joint action, these ecosystems can recover and continue protecting life above and below the waterline.

SINT MAARTEN (GREAT BAY) - The Ministry of Public Housing, Spatial Planning, Environment, and Infrastructure (VROMI), led by Patrice Gumbs Jr. along with members from the National Recovery Program Bureau (NRPB), recently concluded a trip to Aruba, where discussions centered on waste management strategies and circular economy practices.

Hosted by Minister of Transport, Integrity, Nature, and Senior Affairs Ursell Arends, the trip was in line with ongoing trust fund projects on the landfill and waste management. The visit allowed the delegation to observe firsthand how Aruba is addressing waste diversion, policy implementation, and sustainable financing in its waste sector.

During the trip, the delegation explored waste reduction initiatives, including tire recycling, green waste processing, and material separation. These efforts divert waste away from the landfill, limiting how much is dumped; simultaneously enhancing capacity and supporting local business.

The importance of prioritizing reuse, recycling, and composting over incineration was emphasized, alongside the need for a robust legal framework to ensure responsible waste disposal. Following the meetings held with the contractors, the aspect of diversion is very important on Sint Maarten.

The Minister’s vision includes the stepping back of Government in waste management and the recognition, facilitation, and support of ongoing initiatives in the private sector.

“There are a lot of entities involved in the different streams of waste. They have the resources, expertise, and in some instances the (access to) capital that Government does not. The future role of Government will be that of an enabler, in tandem with setting regulations and standards, and reflected in the mandate of the to be established waste authority”, Gumbs stated.

The discussions also shed light on some of the challenges faced in waste management, including the effects of shifting political will, potential conflicts between private sector interests and national sustainability objectives, and the allocation of fees and environmental levies. The delegation exchanged ideas on how to ensure that waste management remains a long-term priority supported by dedicated financial resources and effective policy enforcement.

The insights gained from Aruba reinforced the significance of enforcement mechanisms and the necessity of collaboration with both local and international stakeholders to develop tailored solutions for waste management.

The delegation also noted the need for structured, well-planned waste management reforms that consider financial feasibility, environmental sustainability, and community engagement. The feasibility study for the landfill is well underway and will provide a masterplan for efficient use of the existing landfill on Sint Maarten.

The Ministry of VROMI remains committed to exploring and integrating best practices that align with Sint Maarten’s unique challenges and opportunities. The information gathered from this mission will contribute to ongoing efforts to enhance waste management policies and initiatives, ensuring a more sustainable and efficient approach to handling waste on the island.

Acting on intelligence, officers discovered an extensive and well-maintained plantation, including a covered area designed for better cultivation. During the operation, police dismantled the setup, seized over 1,100 marijuana plants, and confiscated all related equipment.

A man found at the location was arrested and remains in custody as the investigation continues.

KPSM reminds the public that cultivating and possessing marijuana remains illegal and punishable by law. Despite any discussions or perceptions, the law has not changed, and authorities will continue enforcing regulations against illegal drug activities to ensure community safety.

Such behavior is a violation of our fundamental principles and undermines the trust and safety of both our organization and the community we serve.

KPSM remains committed to fostering a safe and respectful workplace for all employees, regardless of rank or position. Sexual harassment and misconduct have no place in our organization, and we take all reports of such behavior seriously.

In the past, reported incidents of sexual misconduct have been thoroughly investigated by the appropriate authorities, including the Prosecutor's Office, the National Detectives, and the Department of Internal Affairs. Any recent incidents that have been reported are also currently under investigation by the relevant agencies to ensure accountability and justice. To prevent and address these serious issues, KPSM has implemented and will continue to strengthen the following initiatives:

SINT MAARTEN/MIAMI, Fla. – After a historic 2024 that shattered visitor records and delivered transformative advocacy wins, the Caribbean Hotel and Tourism Association (CHTA), is setting the stage for meaningful progress and development for the industry and its members. Sanovnik Destang, Executive Director of Bay Gardens Resorts and President of CHTA, unveiled a bold vision for 2025 centered on innovation, sustainability, and collaboration—promising to position the region as a global leader in tourism and economic development.

A Year of Growth and Resilience

“The Caribbean achieved unparalleled success in 2024, thanks to the collective strength of our community,” said Destang. “We recorded historic visitor numbers, tackled legislative challenges, and made strides in connecting tourism with other vital economic sectors.”

Among the most significant achievements for economic growth was a tax advocacy effort in the Dominican Republic, which helped preserve vital tax incentives for hotels and tourism businesses that had been under threat of removal due to proposed tax reforms.

The year also saw the establishment of the Linkages Task Force, led by former CHTA President Nicola Madden-Greig, to strengthen connections between tourism and sectors such as agriculture and local businesses, fostering a more inclusive economic model.

Additionally, the Caribbean Hospitality Industry Exchange Forum (CHIEF) and the return of Taste of the Caribbean provided valuable platforms to showcase regional excellence, foster collaboration, and drive innovation.

Building on the Success of 2024: Looking Ahead to 2025

With the momentum from a record-breaking year, CHTA is now setting its sights on 2025. According to travel intelligence company Forward Keys, the island of Curaçao has seen a 16 percent increase in flight bookings for the first quarter of 2025 compared to the same period in 2024, while Sint Maarten and Antigua and Barbuda have each recorded an 11 percent increase.

Capitalizing on these strong early trends, CHTA’s 2025 strategy will focus on three transformative pillars:

Developing the Region’s Workforce: New training initiatives will equip hospitality professionals with the skills needed to keep the Caribbean competitive on a global scale.

Harnessing Technology: Enhancing guest experiences and improving operational efficiency through digital transformation remains a top priority.

One of the most anticipated events of the year, the Caribbean Travel Marketplace, will be hosted in Antigua & Barbuda for the first time. This marks only the third time the event has been held in the Eastern Caribbean. Marketplace 2025 will offer an enhanced experience with features such as the Linkages Trade Show, Responsible Tourism Day, and the Direct Booking Summit – Caribbean Edition, all designed to foster collaboration, innovation and drive business to the region and CHTA members.

SINT MAARTEN (GREAT BAY) - On January 20th, the Grace Hill Bible University, St. Maarten Campus’ counseling degree program, in partnership with Victorious Living Foundation and the Ministry of Public Health, Social Development & Labor (VSA), hosted a transformative suicide prevention Master Class under the theme, "Igniting Hope in Our Community: Preventing Suicide."

Held at the St. Maarten Government Administration Building, the event aimed to raise awareness and provide critical tools for suicide assessment, prevention, and treatment.

With over 300 attendees participating in person and online—and more than 1,000 total views since the event—it was clear this initiative struck a chord within the community. Suicide affects people of all ages and backgrounds, and the Master Class served as a crucial step toward breaking the stigma surrounding mental health conversations on the island.

The event was spearheaded by Dr. Erna Mae Francis-Cotton, along with Master’s Counseling Degree students Minerva Warner Hughes, Georges Richardson, Barbara Cocks, Pastor Vital Dominique, and Sachida Thomasia-Hyman. Together, they demonstrated the power of education and collaboration in addressing this pressing issue.

Minister of Public Health, Social Development & Labor, the Honorable Mr. Richinel Brug, emphasized the importance of initiatives like these during his address. “When Mrs. Erna Mae Francis-Cotton approached us with this initiative, there was no hesitation. Victorious Living Foundation has always been about improving lives, and VSA shares that same mission. This partnership was a natural fit. If you have future projects, just reach out,” he said.

Minister Brug further highlighted the timeliness of the event: “This initiative is long overdue, especially considering the lives lost over the past year. Suicide has often been treated as a taboo topic in our community, but by addressing it head-on, you’re breaking barriers and making a lasting impact.”

The Master Class featured insightful presentations from the Master’s Counseling Degree students, covering topics such as youth suicide, substance abuse, and tailored prevention strategies for clergy. Attendees also benefited from the expertise of keynote speaker Dr. Ann Marlin Evans, who stressed the urgency of innovative solutions to support those in need.

Minister Brug extended his gratitude to the organizers and participants, expressing his hope for more initiatives that shed light on mental health challenges. SINT MAARTEN (GREAT BAY) - The Sint-Maarten Police Force (KPSM) hosted a brief but meaningful introductory ceremony on Monday, January 27, 2025, at the Philipsburg Police Station to officially welcome the BPO-6 Class of 2025.

This class comprises police recruits from Sint-Maarten and the Caribbean Netherlands, marking the beginning of their two-year training program.

During the ceremony, speeches of encouragement were delivered by several distinguished leaders:

SINT MAARTEN (GREAT BAY) - An alleyway is being transformed as part of Be The Change Foundation (BTC), @ColorMeSXM initiative. Twenty-two murals have been added to Philipsburg by local and regional artists, since the project’s inception in 2020.

This alleyway project will feature our largest mural yet, spanning over 210m²! @ColorMeSXM is our way of uplifting Philipsburg, showcasing the talents of local and regional artists, and creating a unique activity for residents and visitors through a self-guided map. We are deeply grateful for the ongoing support from artists, the community, and grant agencies,” said BTC’s Project Coordinator Laura Bijnsdorp.

The upcoming transformation is executed in collaboration with Plastic Free SXM, an initiative aimed at reducing single-use plastics on the island through community action and legislative reform. Plastic Free SXM is executed by St. Maarten Development Fund (SMDF) on behalf of the Government of St. Maarten, and supported by the Resilience, Sustainable Energy, and Marine Biodiversity (RESEMBID) programme, funded by the European Union and implemented by Expertise France.

Artists Nascha Kagie and Daphne Prevoo will take lead in designing the large mural depicting a fantastical underwater world, while highlighting the environmental threats of plastic pollution. "However, to complete the mural, we will need a lot of helpful and creative volunteers, as this is a massive project," shared Nascha & Daphne. The designated alleyway for this project, Afloopsteeg, located next to Seaview Beach Hotel, will first undergo cleaning, preparation, and base-layer painting under the guidance of LICCOM Construction, a key partner in the initiative. “We are proud to contribute to this community project, enhancing Philipsburg through art, and eagerly anticipate the final result,” shared Henk Van den Heuvel, Director of LICCOM Construction. Other key supporters include the Prins Bernhard Cultuurfonds Caribisch Gebied, the St. Maarten Tourism Bureau, and Philipsburg community and business representatives.

The mural is expected to be completed over the next several weeks with opportunities for community members to assist the artists during the process. Updates on the project will be shared on Facebook (Be The Change Foundation) and Instagram (@ColorMeSXM).

SINT MAARTEN (GREAT BAY) - Member of Parliament (MP) Lacroes of the United People's Party (UPP) has submitted a series of questions to Prime Minister Mercelina seeking clarification on the process through which foreign embassies are invited to St. Maarten.

MP Lacroes expressed in an invited comment concern about the citizens of several countries who live here and are faced with challenges in updating their legal documents due to civil unrest or other adverse conditions in their home countries.

Many of these citizens, residing on the island, currently have no feasible means to access consular services or renew their documentation in their respective embassies.

MP Lacroes emphasized the importance of St. Maarten ensuring that citizens of foreign nations have access to essential services like document renewal, particularly when civil unrest in their home countries makes it difficult or impossible for them to travel to embassies abroad.

“Many of these citizens rely on the consular services of their embassies to update their personal documents to remain or become legal in our country, and the inability to do so creates significant challenges for them. I believe it is important to understand the process behind inviting embassies to conduct consular services in St. Maarten and how we can support these efforts,” MP Lacroes stated.

The Member of parliament has received a request from more than one hundred and ten (110) persons who are faced with this challenge in St. Maarten.

The questions submitted by MP Lacroes aims to understand the criteria, procedures, and any existing partnerships or arrangements that allow foreign embassies to operate in St. Maarten.

The MP also seeks clarity on any support or considerations that can be extended to citizens who are unable to travel due to conditions beyond their control. A response from Prime Minister Mercelina is expected in the coming weeks.

SINT MAARTEN/CURACAO - Maduro & Curiel’s Bank (MCB) announces that Bill Said, a current member of the Management Board, will be appointed as MCB Group Head in addition to his current role of Managing Director effective May 1, 2025.

In this role he will assume the business line responsibilities of Michael de Sola, who has decided to leave the bank after fifteen years on MCB’s Management Board. Michael remains available as needed through 2025 to ensure a smooth transition. In addition, Cris van Kempen, currently Chief Risk Officer for MCB for the past five years, will join the Management Board as of July 1, 2025.

Lionel (Chicu) Capriles II, President & CEO of MCB, fully respects Michael’s decision. “Michael has a long track record on our Management Board and his contributions have been exemplary. On behalf of all of us at MCB I would like to thank Michael enormously for his significant contributions and appreciate that he will continue to be available this year to ensure a seamless handover.

The succession process for a new President & CEO is fully on schedule. In March 2024, Chicu announced that he will step down in 2025. The bank’s Supervisory Board immediately started a process for a successor, and it is well on track.

The Supervisory Board’s priority is to ensure continuity in the Management Board, maintaining the bank’s long tradition of stability, excellence and service.

SINT MAARTEN (PHILIPSBURG) – On Thursday, January 23, fuel pump prices will be adjusted for gasoline and diesel. 

The current price of unleaded gasoline is Naf.2.231 per liter, will be adjusted to the new price of Naf.2.294 per liter.

The current price of diesel is Naf.1.835 per liter, will be adjusted to the new price of Naf.1.950 per liter.

The Government of Sint Maarten regulates the prices of petroleum products by imposing a maximum price at which wholesalers and retailers can sell these products in the country to motorists.

At the international level, the prices of crude oil have experienced adjustments and local prices follow the international trend, and therefore prices are adjusted to reflect this.

SINT MAARTEN (GREAT BAY) - The Inspectorate of Economic and Transport Affairs (IETA) instructs all holders of a passenger transport permit to register their operation with the Transport Control Unit no later than Tuesday, February 25, 2025, to receive a confirmation letter.

The confirmation letter validates that the operation’s documentation and vehicle meet the applicable regulations to carry out service. In prior years, the annual confirmation letter process was solely conducted to pay the annual road tax payments.

However, due to an alarming rise in fraudulent activities and concerning preliminary findings from ongoing investigations, the process is adopting a stricter and more secure approach for 2025. Failure to comply with this process may result in severe penalties, including potential suspension or revocation of a holder’s permit.

The Minister of Tourism, Economic Affairs, Traffic and Telecommunication, Grisha Heyliger-Marten reiterates that this directive is non-negotiable and applies to all individuals and businesses in the industry without exception. This measure is a critical step to uphold integrity, efficiency, transparency, accountability and most importantly fairness.

Starting January 16, 2025, operators will be able to submit their documentation through a secure online form available through a QR-code and website link. The documentation includes the following:

  • Original or authentic copy of the primary permit.
  • Valid vehicle insurance policy (must mention validity period and vehicle plate number).
  • Valid motor vehicle inspection card
  • Valid Sint Maarten driver’s license.
  • Valid Sint Maarten identification card or Dutch Passport.

For operators with an assistant driver, the following documentation must also be submitted.

  • A valid Assistant Driver’s Permit
  • Valid Sint Maarten driver’s license.
  • Valid Sint Maarten identification card or Dutch Passport.
  • An authorization letter signed by the permit holder or a power of attorney statement confirming an active work relationship between both parties (No older than 30 days).

Companies managing 5 or more vehicles equipped with a T-, G-, or R-plate must submit a Microsoft Excel spreadsheet with the details of each vehicle (make, model, year, and VIN), a digital copy of all valid motor vehicle inspection cards and valid insurance policies.

The spreadsheet template can be requested from the Transport Control Unit by email at teatt.trans@sintmaartengov.org. A date for the fleet inspection will be arranged separately once all digital files have been received and reviewed.

SINT MAARTEN (CUL DE SAC) - Residents in the Killebard, Catapult Drive, and surrounding areas, please be advised of an ongoing fire in the hills of Cul de Sac, the police said early Sunday evening.

The incident was reported on January 19th, 2025, shortly after 6:00 PM. Police and fire department teams have been dispatched to the location and are working to extinguish the fire.

“For your safety, part of L.B. Scott Road has been partially closed, and authorities are urging nearby residents to evacuate the area due to the heavy smoke and potential hazards,” the police appealed to the public and motorists.

The police have also requested the public and motorists to follow instructions from emergency personnel and avoid the area if possible.

SINT MAARTEN (GREAT BAY) - The Police Force of Sint Maarten (KPSM) had the honor of hosting two distinguished representatives from the Caribbean Community (CARICOM) during a working visit on Friday, January 10, 2025. The meeting was held at the police station in Philipsburg and provided an opportunity to explore avenues for collaboration on critical issues in law enforcement.

The discussions centered on key topics, including the enhancement of information-sharing mechanisms and the development of strategies to address shared challenges in law enforcement and public safety across the Caribbean region. Chief of Police Carl John emphasized the importance of cultivating strong regional partnerships to bolster security and stability, underscoring the benefits such collaborations bring to all CARICOM member states.

Looking forward, collaboration in other fields is anticipated once a Memorandum of Understanding (MOU) is formalized with KPSM.
