NV GEBE Announces Load Shedding for Wednesday

SINT MAARTEN (GREAT BAY) – “Please be advised that we are currently experiencing generation issues at the power plant. As a result, we regret to inform you that there will be load-shedding today, March 13, 2024,” NV GEBE said in a press statement on Wednesday.

“During this period, certain areas will be without power for approximately 60 minutes. Please note that the load-shedding schedule (areas/districts) may vary at this time. We are actively working to establish a definitive schedule for affected areas. Once finalized, we will promptly inform the public.

“We apologize for any inconvenience caused and appreciate your understanding and cooperation during this time,” the NV GEBE statement concludes.

FIRST OFFICIAL SG OF THE MINISTRY OF JUSTICE SWORN IN

SINT MAARTEN (GREAT BAY) – Today, Tuesday, March 12, 2024, marks a historic appointment within the Government of Sint Maarten as Florence Marlin becomes the first official Secretary General (SG) of the Ministry of Justice. His Excellency Governor Ajamu Baly presided over the swearing in ceremony, administering the oath of office to Ms. Marlin.

The prestigious ceremonial event took place at the Governor’s office in Philipsburg, whereby the Honorable Minister of Justice, Anna E. Richardson, family and friends gathered to witness this occasion. Marlin’s concrete appointment comes as a testament to her expertise, and role in public service.

As Secretary General of the Ministry of Justice, Marlin will oversee the day-to-day operations of the Ministry, working closely with the Honorable Minister of Justice to uphold the principles of justice, fairness, and integrity.

The independent Auditor and Consultant for government entities, SOAB, conducted the publication and selection process to which Ms. Marlin emerged as the successor as of February 1, 2024.

With a career bridging over two decades, Marlin brings experience with comprehension of the justice administration to her new role. The native of St. Maarten started out in the medical field as a certified Medical Assistant.

She then ventured out in the profession of Human Resources Management (HR) and has utilized her extensive background and experience in HR Management and Labor throughout her multifaceted career. She firmly believes that hard work, dedication and faith are catalysts for greatness.

Marlin previously served as the Head of the Personnel & Organization Department on St. Eustatius for eight years, showcasing her leadership capabilities and organizational expertise. Additionally, she spent six years as an Investigator at the Bureau Ombudsman (High Council of State), further solidifying her expertise in matters of governance and investigations.

Her higher learning concluded in the Netherlands in 2000, where she equipped herself with the knowledge and skills necessary to excel in her field.

Gasoline and Diesel prices to be adjusted on Wednesday

SINT MAARTEN (PHILIPSBURG) – On Wednesday, March 13, fuel pump prices will be adjusted for gasoline and diesel. 

The current price of unleaded gasoline is Naf.2.410 per liter, will be adjusted to the new price of Naf.2.551 per liter.

The current price of diesel is Naf.2.086 per liter, will be adjusted to the new price of Naf.2.107 per liter.

The Government of Sint Maarten regulates the prices of petroleum products by imposing a maximum price at which wholesalers and retailers can sell these products in the country to motorists.

At the international level, the prices of crude oil have experienced adjustments and local prices follow the international trend, and therefore prices are adjusted to reflect this.

In line with international market expectations. CBCS leaves pledging rate unchanged

SINT MAARTEN/CURACAO - The Centrale Bank van Curaçao en Sint Maarten (CBCS) decided to keep its current monetary policy unchanged by leaving the pledging rate at 5.75%.1

This decision is based on the market expectations that the Fed will leave its target policy rate unchanged amid the declining trend in U.S. inflation. Furthermore, although the gross official reserves are expected to decline slightly, the import coverage is expected to remain stable well above the norm in 2024.

An adequate import coverage supports the main objective of the CBCS’ monetary policy, namely maintaining the stability of the peg of the Netherlands Antillean guilder to the US dollar. In the near term, changes in the monetary policy indicators are expected to be limited, yet uncertainties remain.

According to the most recent estimates, the deficit on the current account of the balance of payments of the monetary union dropped from 19.1% of GDP in 2022 to 15.1% of GDP in 2023 and is projected to narrow further to 13.7% in 2024.

"The projected narrowing in 2024 is ascribable to a higher nominal GDP level in the monetary union combined with a lower current account deficit. Still, the expected decline in the current account deficit has been revised down induced by a lower increase in the net export of goods and services”, explained CBCS executive director, Dr. José Jardim.

“The revision in the net export of good and services reflects a lower than initially projected increase in exports, notably foreign exchange earnings from tourism, moderated by a higher import bill driven mainly by stronger private investments in Curaçao”, he added.

In addition, the 2024 forecast for both the income balance and current transfers balance have been adjusted downwards. After an increase of NAf.169.8 million in 2023 due mainly to transfers of funds by the World Bank for the reconstruction of Sint Maarten and by pension funds from abroad, gross official reserves are projected to decline slightly in 2024.

Despite the projected decline in gross official reserves, the average import coverage is expected to remain unchanged at 4.7 months in 2024, well above the norm of 3 months. Up to February 23, 2024, gross official reserves dropped by NAf.57.4 million.

Still, the import coverage remained stable at 4.7 months. Meanwhile, following an increase in 2023, the commercial banks’ liquidity has declined in the first two months of 2024, primarily because of the net purchase of foreign exchange and withdrawal of dollar balances by the commercial banks at the CBCS, the increase in required reserves, and the net purchase of certificates of deposit (CDs).

The U.S. Federal Reserve (Fed) has maintained its target policy rate unchanged since July 2023, as the inflation outlook has been easing but remained above its target of 2.0%. The Fed’s future adjustments will depend mainly on inflation development, the economic outlook, and balanced risk factors.

A change of the Federal funds rate affects the international money market rates instantly and, subsequently, the interest rates in the money market of the monetary union of Curaçao and Sint Maarten as the NAf. is pegged to the US dollar.

Market expectations are, however, that the Fed will not lower its rate until more confidence is gained that inflation is moving sustainably toward the target of 2 percent.

“Considering these developments, the CBCS has decided to leave the pledging rate unchanged at 5.75% maintaining the 25 basis points spread above the Fed funds rate. Furthermore, the CBCS will continue to offer longer maturities (i.e., 12, 26 and 52 weeks) on its bi-weekly auctions of CDs with the aim to hold bank liquidity longer domestically to support the maintenance of a solid foreign exchange position”, Dr. Jardim ended.

1 The pledging rate is the rate at which commercial banks can borrow at the CBCS in case of a liquidity shortage.

That's a Wrap! St. Maarten Heineken Regatta Celebrates 44 Years Going Strong

SINT MAARTEN (SIMPSON BAY) - The 44th St. Maarten Heineken Regatta has concluded – the Regatta Village is broken down, visitors have packed up and checked out, and some boats have taken their final journey out of the Simpson Bay Bridge until next year. This past weekend, over 110 boats from 20 countries descended upon the 37-mile Caribbean Island, showcasing the finest in sailing, sportsmanship, and yacht craftsmanship. The event, known for its unique blend of serious competition and laid-back Caribbean charm, delivered on all fronts, offering spectators and participants alike a week to remember.

Day 1: Setting Sail in St. Maarten

The Regatta started strong, over 110 boats lined up out of Simpson Bay for a great kick off to the 44th St. Maarten Heineken Regatta. With so many boats, spectators had to make the tough choice to go to Committee Boat A or B to see their favorite fleets. Unsurprisingly, the first day was packed at Committee Boat A, where arguably one of the fastest boats in the world, Maxi Farr 100 Leopard 3, took the stage. The stunning yacht design and professional crew wowed spectators with impeccable starts, hearing the loud easing of sheets, and feeling its windshadow as the 100-ft Maxi passed by while blanketing the sky.

The spectacle and spirited competition within the Regatta was prevalent across all fleets. The sportsboat class in particular saw intense competition, with local Melges boats displaying their prowess. Budget Marine, despite strong performances, settled for second place overall, while a Surprise 25 from Martinique stole the show and took first in class for the entire Regatta. Last year’s overall Regatta winner, Surprise 25 GFA Caraibes, looked as if they would be dethroned in the class by Doub 6, a fellow Surprise 25, who was taking first in class from the get-go. The battle was then on between the St. Maarten Melges 24s and Martinique’s Surprise 25s.

Day 2: Around the Island Adventure

The second day saw most of the fleet embark on a full circumnavigation of St. Maarten/St. Martin, known as the Around the Island Race. With challenging winds shifts and island geography to navigate, the race provided a true test of skill – particularly on the “French side” of the island where tacks and tactics meant big gains and losses. Locally-owned Karibuni's strategic moves earned them a well-deserved victory in the Diam 24 one-design fleet, setting the stage for an exciting remainder of the regatta. 

Guy Chester’s Oceans Tribute trimaran took 1st in the Around the Island Race, which was a strong rebound from day 1’s mid-fleet performance, and secured him on the podium for the rest of the Regatta. On Day 2, the event sadly lost L’Hippocampe from the strong competition in CSA1, who was cumulatively sitting in third place when they had to retire from the Regatta due to gear failure in their jib sheet blocks. 

Day 3: Full Sail, Full Send

Breezy conditions greeted sailors on the third day, with winds reaching force 6 (22+ kts / 25 mph). The fleet, undeterred, hoisted full sails and embraced the challenge. The day saw some intense duels, with teams pushing their limits and showcasing their resilience. Despite some challenges, including a collision that took trimaran Tryst out of the Regatta, the spirit of camaraderie and determination prevailed, reflecting the true essence of the regatta.

Day 4: Grand Finale

The grand finale of the regatta was a fitting conclusion to a week of Serious Fun racing. The race committee ensured a variety of courses, providing a unique experience for each fleet, but ensured they would return in time for the Bridge Shows between 2-3 PM – and happy hour, of course! With ideal sailing conditions, teams gave their all, with some standout performances. Seabreeze emerged victorious in the Bareboat 1 Class, and Regatta overall winners, being undefeated in their class and taking home a SEIKO Prospex watch for their impeccable timing on the race course.

Aragon, who came in second in CSA 1, brought on the celebration for the final Bridge Show with the crew dressed up in “luck of the Irish” costumes and dancing leprechauns to celebrate their win and Irish heritage. The Grand Prize giving was impressive with trophies lined up across four tables for the various class winners, and special perpetual trophies to honor impressive performances throughout the event.

Internationally acclaimed reggae artist Tarrus Riley was the final one to take the stage and opened with the perfect song: “My Day.” He got up on the same stage shared just hours before by the winning teams and sang, “So if you feel like a champion, then nothing can go wrong, this one is your song… Put away your troubles, put away your worries, help me sing along!” And that they did – teams, families, friends, travelers and locals all sang and danced the night away together, all feeling like champions.

Women in the Lead

Special prizes were awarded to celebrate other winners and leaders in the sport, such as Something Hot, the all-female Heineken corporate team who have been competing in the event’s bareboat class for 27 years, and were awarded the trophy for Women in Sailing. Cary Byerley, the event’s Race Committee Chair, was awarded the Robbie Ferron Trophy for her work in advancing sailing in the Caribbean – which includes her World Sailing and Caribbean Sailing Association tenures, and her curation of an internationally esteemed and balanced race committee and jury to serve at the St. Maarten Heineken Regattas. 

Celebrating Inclusivity

Throughout the regatta, the spirit of inclusivity and diversity was evident, with sailors from all backgrounds and ages coming together to share their love for sailing. From youth sailors making their first Regatta mark in the Next Generation Race to seasoned veterans competing strongly against new young talent, the regatta truly embraced sailors of all ages and abilities. 

The lineup of artists for evening entertainment sponsored by Heineken was a brilliant display of a Caribbean melange of sounds and vibes. All performers at the Port de Plaisance Regatta Village were from Caribbean islands, and St. Maarten’s local artists were stars amongst the stars. “We’re very multicultural here in St. Maarten. I grew up with everyone, Spanish, American, Haitian… I am inspired by all the different genres and the internationality of this island,” said Tamillia Chance, local artist who performed on Sunday at the St. Maarten Heineken Regatta. 

Sustaining Generations of Sailing

Guy Chester of Oceans Tribute, a visiting yacht from Australia, is an advocate for sustainability and believes that data is critical to understanding both economic and environmental impact of the marine industry. Sailors are encouraged to take the St. Maarten Maritime Economic Impact survey here. Committed to only positive impact, the St. Maarten Heineken Regatta works with the Nature Foundation for advocacy and environmental impact work such as local beach clean ups and marine fauna notices to sailors to help protect migrating whales.

As the 44th St. Maarten Heineken Regatta comes to a close, the organizers, sponsors, and volunteers can take pride in another successful event after almost half a century of the legendary Regatta. The event not only showcased the best in sailing talent, but also highlighted the beauty and charm of St. Maarten/St. Martin: its land, waters, people, food, music and culture. Preparations are already beginning for the 45th edition in 2025, and one thing is certain: the St. Maarten Heineken Regatta will continue to be a bucket-list event for sailors, tourists and residents alike – offering a perfect blend of serious competition and cool Caribbean vibes from day to night.

Dr. Emogene, coordinates the 2024 Spring session Breast Abnormalities Project

SINT MAARTEN (GREAT BAY) - The American University of the Caribbean School of Medicine (AUC), in collaboration with the Positive Foundation and The Ministry of Public Health, Social Development, and Labor, is delighted to announce the continuation of free breast and health screening events for the women of Sint Maarten.

The next screening date is March 30th, 2024, with one more to follow on April 6th, 2024. To date, over 600 local women have been screened. The project provides free health screenings along with educational information about breast cancer symptoms and risk factors.

Dr. Chobanyan, an oncologist and Professor of Clinical Medicine at AUC, along with her team of clinical medicine fellows and medical students, led by Dr. Luna Emogene, will conduct an overall health assessment, a breast cancer screening questionnaire, education about recognizing breast abnormalities and cancer risk factors, and free breast exams.

The information gathered is vital to understanding the prevalence of breast abnormalities within the population of Sint Maarten. All results will be reported to the Ministry of Public Health to help establish policies for the screening of breast abnormalities and cancer.

The Positive Foundation is encouraging women 18 years and older who have not participated in the breast abnormalities project to register. The project has a goal to screen 1000 women over the age of 18. Therefore, it is essential that women who have not participated before register for the next screenings scheduled for March 30th and April 6th. The venue for the screenings are Vineyard Building#3, Vineyard Offices, Philipsburg.

In addition to the benefits this research brings to the community of Sint Maarten in terms of breast awareness and education, clinical fellows and medical students are afforded an opportunity to gain real-world clinical experience. 

By working with real patients, conducting interviews, and performing an overall health assessment, medical students will be better prepared for their clinical rotations and future medical practice.

USM Welcomes Students from Saba and St. Eustatius to the Bachelor of Education Program

SINT MAARTEN (POND ISLAND) - The University of St. Martin (USM) is pleased to announce the warm reception and visit of students and delegations from Saba and Statia enrolled in UVI@USM's Bachelor of Education program.

From Wednesday, February 28th, to Friday, March 1st, the students had an enriching visit that provided them with a unique opportunity to immerse themselves in USM's vibrant academic environment, fostering connections and deepening their understanding of educational practices.

Mr. Robert Judd, Manager of Finance and Operations, Mr. Wycliffe Smith, Acting President, Mrs. Juliana Shipley-Hodge and Mrs. Marva Sam-Arrindell, Division Heads of Education Programs, and Dr. Gale Rigobert, Dean of Academics, all made remarks during the visit. These remarks emphasized the university's commitment to helping the Saba and Statia students achieve their educational goals.

"This visit symbolizes the strong partnership between USM and UVI@USM in providing quality educational opportunities for students across the region," said Mr. Wycliffe Smith, Acting President of USM. "We are honored to welcome these students to our campus and look forward to seeing them flourish as future educators."

The students' visit to the USM campus included engaging discussions, campus tours, and opportunities to interact with faculty and staff. It demonstrated USM's commitment to promoting educational excellence and collaboration throughout the Caribbean community.

Police Investigating Armed Robbery at Maho Gentlemen’s Club

SINT MAARTEN (MAHO) - The Sint Maarten Police Force (KPSM) is currently investigating an armed robbery incident that occurred in the early morning hours of March 1st, 2024, at approximately 12:30 AM in the vicinity of a gentlemen's club in Maho.

Reports received by Police Central Dispatch indicated that several individuals contacted police Central Dispatch to report that two young men had approached a group of women walking in the area and, under threat of a firearm, proceeded to rob them of their belongings. During the course of the robbery, one of the suspects assaulted a female victim by striking her on the head with the firearm.

Following the robbery, the suspects fled the scene in a blue small vehicle. Police patrols immediately initiated a search for the suspects. Shortly thereafter, the suspected vehicle was sighted on Union Road near the Salvation Army. Officers attempted to intercept the vehicle, resulting in a pursuit towards the Kruithoff roundabout. The pursuit concluded when the suspects abandoned the vehicle on a sideroad adjacent to the roundabout and fled into nearby bushes.

Throughout the early morning hours, intensive search efforts were conducted by officers to trying to locate the suspects. Subsequently, upon searching the vehicle, a firearm and other items related to the robbery were discovered and seized for further investigation.

At approximately 6:00 AM on March 1st, 2024, the individuals believed to be the occupants of the blue small vehicle voluntarily contacted the police station, expressing their intention to surrender. One suspect, who were identified as minors. Both were subsequently arrested and are currently being detained at the police station pending further investigation.

The Sint Maarten Police Force condemns in the strongest terms the actions of those involved in this reprehensible crime.
