Royal Decorations not conferred in 2026, public encouraged to submit nominations for 2027

SINT MAARTEN (HARBOUR VIEW-PHILIPSBURG) — This year on King's Day, the Governor of Sint Maarten, His Excellency Mr. Ajamu G. Baly, will not confer any royal decorations. Due to the time required to complete the nomination and assessment process, nominations could not be finalized in time for this year’s celebrations.

The nomination process for a royal decoration is thorough and involves several stages of review at both the local and Kingdom levels. As part of this process, nominations are assessed and advised upon locally before being forwarded for further evaluation within the Kingdom. Persons eligible for nomination are those who have made a long-standing and meaningful contribution to society and remain actively involved.

Nominations must be submitted using the standard nomination form and must be supported by relevant documentation and letters of support. Documented proof of community work such as press releases and photos are encouraged. Nomination forms must detail the contributions of the nominee and highlight their deservedness. Together, these are essential in substantiating the merits of the candidate. Given the extent of the assessment process, timely submission is important. To be considered for King’s Day 2027, complete nomination packages needs to be submitted no later than August 1, 2026.

Prime Minister Calls for Urgent Review and Transparency in NV GEBE Billing System

SINT MAARTEN (GREAT BAY) - The Honorable Prime Minister of Sint Maarten, Dr. Luc F. E. Mercelina has formally addressed the Supervisory Board of NV GEBE regarding ongoing public concerns surrounding the utility company’s billing system, emphasizing the need for urgent action, transparency, and restored public trust.

In a letter issued on April 20, 2026, the Prime Minister emphasized that the matter remains a significant national concern, citing persistent unease among citizens about the accuracy and reliability of their utility bills.

“The issue of the billing system remains a significant point of unease among the people of Sint Maarten,” Prime Minister Mercelina stated. “Despite prior discussions and assurances, public confidence in the accuracy, reliability, and transparency of the system continues to be questioned.”

The Prime Minister highlighted that the issue extends beyond administrative or technical challenges, stressing its broader implications for public trust in one of the country’s most essential utilities.

“This lingering uncertainty is not merely a technical or administrative matter—it directly impacts public trust,” he said. “It is imperative that this issue be addressed with urgency, clarity, and accountability.”

To address these concerns, Prime Minister Mercelina has called on the Supervisory Board to take immediate and decisive steps, including a thorough review of the billing system, ensuring accuracy and transparency in billing mechanisms, identifying and correcting discrepancies, and improving communication with the public.

“At this juncture, the people of Sint Maarten deserve unequivocal assurance that the bills they receive are fair, accurate, and reflective of their actual consumption,” the Prime Minister emphasized. “Restoring and strengthening this confidence must be treated as a priority.”

The Prime Minister also expressed confidence in the Supervisory Board’s role and responsibility to safeguard the public interest.

“I trust that the Supervisory Board will exercise its oversight role diligently and take the appropriate actions to uphold the standards expected of NV GEBE,” he stated.

Prime Minister Mercelina concluded by urging prompt action and requesting updates on measures being implemented to resolve the issue, reaffirming the Government’s commitment to transparency, accountability, and the well-being of the people of Sint Maarten.

SCDF: Carnival Village is safe, strong, and central to the spirit of Carnival

SINT MAARTEN (GREAT BAY) - The St. Maarten Carnival Development Foundation, SCDF, is making it clear that Carnival Village remains a safe, vibrant, and protected space at the heart of the country’s biggest annual celebration, despite recent reports and social media chatter surrounding isolated fights in the venue.

SCDF said Carnival Village must not be misconstrued as a violent place because that is simply not the reality. While videos of isolated incidents may travel quickly and create the wrong impression, they do not reflect the full truth of what takes place in the Village night after night. What is too often missing from the online narrative are the many positive moments, the successful events, the cultural showcases, the families enjoying themselves, the music, the joy, and the unity that define Carnival Village throughout the season.

In today’s world, negative content spreads fast. A short clip of ignorant behaviour can circle social media in minutes, while hours of safe, enjoyable, and memorable experiences never receive the same attention. SCDF said this imbalance can unfairly damage the image of Carnival Village and distort public perception of an event space that continues to serve as the heart and soul of Carnival.

The Foundation stressed that a few bad apples cannot be allowed to define Carnival Village or overshadow the hard work that goes into making the venue safe and welcoming for thousands of patrons. For decades, 55 Years to be exact, Carnival Village has stood as the cultural center of Carnival in St. Maarten, a place where residents and visitors come together to celebrate music, pageantry, food, and national pride. That identity remains intact, and SCDF is determined to protect it fully.

SCDF also made it clear that anyone coming to Carnival Village with the intention of creating trouble should stay at home. Those who choose to engage in disorderly or criminal conduct will face serious consequences under the law. Carnival Village is a place for enjoyment, not disruption, and there will be zero tolerance for those who seek to threaten the safety and experience of others.

At the same time, SCDF acknowledged that it has taken note of much of the triggers behind belligerent behavior and is actively examining measures to reduce those risks. The Foundation said it recognizes the need to respond not only to incidents themselves, but also to the conditions that can fuel them. Protecting the image of Carnival Village and safeguarding the country’s largest annual event requires both vigilance and action, and SCDF is committed to both.

SCDF said the overwhelming majority of people who attend events in Carnival Village do so peacefully and responsibly. They come to enjoy the culture, support performers, spend time with friends and family, and take part in one of the most important traditions in St. Maarten. That reality should not be lost because of the ignorant behaviour of a small minority.

Carnival Village remains, as it has always been, a place of celebration, culture, and community. SCDF said it will continue working closely with all relevant stakeholders to ensure that the venue remains secure and that the public can continue to enjoy Carnival with confidence. The Foundation urged the public not to allow viral moments to replace lived reality, and to remember that impressions are not always what they seem.

“Carnival Village is safe, Carnival Village is vital, and Carnival Village will continue to be protected,” SCDF said. “We will not allow the reckless actions of a few individuals to tarnish the spirit of our festival or the image of the place that represents the beating heart of Carnival in St. Maarten.”

Ongoing coastal development plans continue to threaten St. Maarten’s nature and access

SINT MAARTEN (GREAT BAY) - The Nature Foundation Sint Maarten is once again voicing its concerns for environmental conservation and public access on the island, following recent news about developments around Mullet Bay, Beacon Hill, and Little Bay.

For nearly three decades, since our founding in 1997, the Nature Foundation has worked – often quietly and behind closed doors – to protect Sint Maarten’s coastlines, wetlands, and hillsides. We have submitted countless assessments, provided formal advice, and engaged directly with government. Sint Maarten’s natural ecosystems are essential to wildlife, recreation, culture, economy, and wellbeing, but we continue to lose them at alarming rates. The past few weeks have seen a flurry of activity that has caused renewed concerns about the future of our remaining coastlines.

Last week, the Ministry of Public Housing, Spatial Planning, Environment and Infrastructure (VROMI) revealed they are currently in court to keep Mullet Bay’s coastal area in public hands. Should the owner of the surrounding lands in Mullet Bay, Sunresorts Ltd. N.V., win the case, the rest of our beaches are at risk of the same. This means private owners may be able to deny access to residents through physical fencing or private security. While we remain critical of how our beach use has been managed under successive governments, and watchful of the potential impact on Mullet Pond - a nearby wetland of international importance – the privatization of public beach access is unacceptable.

Further cause for concern is the series of approved building permits for an address linked to The Morgan, published in the National Gazette last week. A March 3 Daily Herald article noted that future phases may include a breakwater and lagoon. This is the same site where, in 2020, a request for water rights was rejected after community members took to the streets in protest over concerns about a planned dolphinarium. We have not forgotten this, and we are watching closely. The Nature Foundation firmly opposes any coastal infrastructure of this scale without a full Environmental and Social Impact Assessment (ESIA) - an independent process that evaluates how a project will impact our environment and communities before construction is permitted to occur.

Finally, active heavy machinery has also been spotted at the shoreline next to Little Bay Pond in recent weeks. Earlier this year, a website advertising a development called "Lagune Bay," showing buildings surrounding the pond and beach, drew public attention. The Nature Foundation has submitted negative advice on proposed developments around this pond multiple times. Little Bay Pond is one of only four remaining ponds in a country that once had nineteen. It is an internationally recognized Important Bird Area (IBA) due to its fishing grounds for the brown pelican, Sint Maarten’s national bird. It is also a site of deep cultural and historical significance, as this pond sustained the lives of enslaved people on surrounding plantations for generations.

These three sites represent only a fraction of harmful development which has caused so much frustration and hopelessness in Sint Maarten. We maintain that sustainable economic development and infrastructure can be pursued through a national spatial plan, high standards for construction approval, and meaningful community input. But our current pattern of development will not result in improved livelihoods – instead, it will deliver the destruction of habitats for our wildlife, loss of public access, increased strain on our electricity grid, more traffic on our oversaturated roads, and the erosion of our resilience in the face of hurricanes, energy crises, and economic shocks.

As a small non-profit organization, the Nature Foundation cannot change decisions made by courts or the Government of Sint Maarten. We can only provide advice on what sorts of decisions are in the interest of Sint Maarten’s communities, both people and wildlife. But much of our guidance has been disregarded in favor of more – more concrete, more permits, more money – rather than better – better living, better planning, better management. We urge residents and visitors alike to voice their feelings to elected officials, and for elected officials to overcome their partisan issues and work towards envisioning a better Sint Maarten. There is no time to lose.

Three Persons Shot Early Tuesday morning in Failed Armed Robbery Attempt

SINT MAARTEN (COLE BAY) - The Police Force of Sint Maarten (KPSM) provides the following update regarding the shooting incident that occurred in the early morning hours of Tuesday, April 21, 2026, on Welfare Road in the vicinity of a well-known restaurant.

Based on further investigation, it has been determined that the incident stemmed from an attempted robbery targeting a patron in the area of the restaurant, and not the establishment itself. During the course of this attempted robbery, shots were fired.

A total of three individuals sustained gunshot wounds during the incident. Among the victims is an American female tourist who was inside the restaurant at the time and was struck as a bystander. 

Two of the injured persons received medical attention at the Sint Maarten Medical Center (SMMC). The third victim sought medical treatment at a medical facility on the French side of the island. At this time, it has been confirmed that none of the injuries sustained are life-threatening.

As previously reported, officers responding to the incident observed a vehicle believed to be involved and initiated a pursuit. The suspect vehicle fled the scene and crossed to the French side via the Belle Vue area. Efforts to identify and locate the suspects are ongoing.

KPSM detectives continue to actively investigate this case and are gathering additional evidence, including digital information, to establish the full circumstances surrounding the incident.

KPSM once again urges anyone who may have witnessed the incident or who may have relevant information to come forward and assist in the investigation.

BACKGROUND: (Initial Police Report 8:49 AM, Tuesday, April 21, 2026)

The Police Force of Sint Maarten (KPSM) is currently investigating a shooting incident that occurred in the early morning hours of Tuesday, April 21, 2026, on Welfare Road in the vicinity of a well-known 24-hour restaurant.

Just after 04:00 AM, Central Dispatch received multiple reports of a shooting in the area. Upon arrival at the scene, police officers and ambulance personnel encountered a female victim who had sustained a gunshot wound to her lower extremities. The victim, who is a visitor to the island, was treated on the scene before being transported to the Sint Maarten Medical Center (SMMC) for further medical care.

While responding to the incident, officers on patrol observed a vehicle believed to be involved in the shooting. A pursuit was initiated; however, the suspect vehicle fled the scene and crossed to the French side via the Belle Vue area. Efforts are ongoing to further identify and locate the vehicle and its occupants.

Later that same morning, a second victim presented himself at the Sint Maarten Medical Center (SMMC) seeking medical treatment for a gunshot wound to the lower body. His condition is currently being assessed.

Detectives of KPSM are actively investigating this incident and are in the process of gathering digital evidence and other relevant information to determine the exact circumstances surrounding the shooting.

BTP participates in 25th international Postal Congress

SINT MAARTEN (GREAT BAY) - Bureau Telecommunications and Post Sint Maarten (BTP) proudly announces its participation in the 25th Congress of the Postal Union of the Americas, Spain and Portugal (UPAEP), held in Cascais, Portugal, from April 13–17, 2026.

Representing Sint Maarten, Director Ms. Judianne Hoeve actively participated in the congress deliberations and contributed to key discussions shaping the future of the postal sector. During the congress, Ms. Hoeve signed several important resolutions on behalf of Sint Maarten, reinforcing the country’s commitment to regional and international cooperation in postal development and regulation.

Concerning the Increase in Serious Traffic Accidents in the First Quarter of 2026

SINT MAARTEN (GREAT BAY) - The Police Force of Sint Maarten (KPSM) is expressing serious concern regarding the number and severity of traffic accidents recorded during the first quarter of 2026.

An analysis conducted by the Traffic Department indicates that while the overall number of traffic accidents and incidents during the first quarter of 2026 remains comparable to the same period in 2024 and 2025, there has been a significant and alarming increase in the severity of these incidents.

In particular, the number of serious injuries and fatal accidents has risen sharply. Statistical data shows that in 2024, a total of five (5) traffic-related fatalities were recorded for the entire year. In 2025, three (3) traffic-related fatalities were recorded for the entire year. However, in the first quarter of 2026 alone, a total of seven (7) traffic fatalities have already been recorded.

This disturbing trend has prompted KPSM and the Traffic Department to intensify their analysis into the underlying causes of these serious accidents. Preliminary findings indicate that dangerous driving behavior and reckless driving are among the primary contributing factors.

Further assessment has also identified several key locations where a concentration of serious accidents has occurred, including:

  • W.J.A. Nisbeth Road
  • Welfare Road
  • Bush Road

The police of Sint Maarten emphasizes that irresponsible behavior in traffic, particularly by scooter and motorcycle riders, operators of quad bikes, and other motorists who fail to adhere to traffic regulations, continues to have a direct impact on road safety and the occurrence of serious accidents.

KPSM warns that reckless and dangerous driving/ riding is unacceptable. actions will be carried out, particularly on the identified high-risk roads. Persons found violating traffic laws can expect strict penalties, including fines, confiscation of vehicles, and where applicable, arrest and prosecution.

Beyond legal consequences, the personal impact of reckless driving is severe and often irreversible. Serious accidents result in life-altering injuries, permanent disabilities, and the loss of lives. Families are left grieving, and communities are deeply affected by these preventable tragedies.

Additionally, the broader impact on Sint Maarten is significant. Frequent serious accidents place a heavy burden on emergency services, healthcare systems, and law enforcement resources. They also negatively affect public safety, traffic flow, and the island’s image as a safe destination for residents and visitors alike.

Road Safety Reminder

KPSM strongly urges all road users to take responsibility and adopt safer driving habits:

  • Obey speed limits at all times
  • Avoid overtaking in unsafe situations
  • Refrain from dangerous stunts and reckless maneuvers
  • Always wear protective gear when operating scooters, motorcycles, or quads
  • Never drive under the influence of alcohol or other substances
  • Remain alert and focused while driving

Adherence to the traffic ordinance of Sint Maarten is essential in preventing further injuries and loss of life.

KPSM will continue to monitor the situation closely and will implement additional measures where necessary to improve road safety.

NAPB Police Union Responds to Statements by MP Lewis Regarding Police Leadership

SINT MAARTEN (GREAT BAY) - The NAPB Police Union wishes to respond to recent public statements made by Member of Parliament (MP) Lyndon Lewis concerning the dual role currently held by Police Chief Carl John as both Chief of Police and Acting Secretary General within the Ministry of Justice, the NAPB Police Union said on Monday in a media statement.

“NAPB-Sint Maarten emphasizes that Chief John did not appoint himself to this dual function. Any concerns, questions, or criticisms regarding this arrangement should therefore be properly directed to the competent authority responsible for such appointments, namely the Minister of Justice, Nathalie Tackling.

“It is important to maintain clarity in public discourse and ensure that accountability is placed where it rightfully belongs. The structure and temporary assignments within the Ministry of Justice fall under the jurisdiction and responsibility of the Minister, and not the individual officer tasked with executing those duties.

“The NAPB Police Union continues to support the integrity and professionalism of the police force and its leadership. We urge all public officials to approach this matter with fairness, accuracy, and respect for institutional processes.

“The Union remains committed to safeguarding the interests of its members while upholding public trust in law enforcement,” the NAPB Police Union statement concludes.
