Cocaine found in blood of lorry driver involved in fatal crash

SINT MAARTEN/THE NETHERLANDS – The lorry driver whose vehicle ploughed into a group of people having a barbecue last month, killing six people, including a heavily pregnant woman, had traces of cocaine in his blood, judges in The Hague were told on Thursday.

‘An indication has been found for the presence of a concentration of cocaine… in the blood of the suspect,’ the public prosecutor said during the remand hearing. The department was appealing against an earlier court ruling which led to the man, a Spanish national, being released from custody.

The advocate general had said the decision should be overturned because of the cocaine use and the fact that the 45-year-old man has financial problems.

Nevertheless, the court ruled that the man should be released, on the condition that he attend the actual trial in person, refrain from driving any vehicle and keep the public prosecutor in Spain and the Netherlands up to date on where he lived.

Earlier it was suggested the driver may have had an epileptic fit and that possibility is still being looked into.

Online sales fraud and bike thefts top crime damage claim list

SINT MAARTEN/THE NETHERLANDS – Crime cost Dutch society €2.5 billion in terms of damage and stolen property last year, according to the latest issue of the justice ministry’s annual safety monitor.

Around one third of the total – almost €830,000 – was recovered via insurance. National statistics agency CBS, which compiled the report, recorded over a million instances of vandalism in 2021 and 3.2 million thefts or other crimes against private property.

The agency recorded 1.3 million instances of online sales fraud – making it the most common crime in the monitor. A further 97,000 people were also conned into parting with money via other online scams, and in three quarters of cases, the victims transferred money to the scammers themselves.

The ‘friend in need’ fraud netted scammers €73 million – of which €24 million was refunded by banks – while the fake bank email fraud generated €94 million for fraudsters, the CBS figures show.

Bikes

Some 700,000 bicycles were stolen during the year and even though half of them were worth less than €300, the total damages bill amounted to €404 million. Some 557,000 cars were damaged by vandalism, with a total bill of €444 million.

A further 10,000 cars were stolen, with a combined value of €142 million. Insurers paid for around 50% of the damage. Some 173,000 people took part in the 2021 survey, and it was the first time they were asked about the direct financial consequences of the crime.

CIBC FIRSTCARIBBEAN FINANCES SUSTAINABILITY LINKED DEBT CONVERSION FOR MARINE CONSERVATION ON BEHALF OF BARBADOS

SINT MAARTEN/BARBADOS - CIBC FirstCaribbean and Credit Suisse as joint lead arrangers have successfully closed the recently announced USD146.5 million Government of Barbados Dual Currency Facility (USD Blue Bond /BBD Blue Loan). 

CIBC FirstCaribbean acted as Domestic Lead Arranger and sole Lender for the BBD146.52 million (US73.26 million Blue Loan portion of the transaction and Credit Suisse acted as Global Lead Arranger, underwriter and bookrunner for the USD73.26 million Blue Bond portion of the transaction. The Inter-American Development Bank (IDB) and The Nature Conservancy (TNC) acted as co-guarantors for the transaction. Credit Suisse and CIBC Capital Markets partnered as dealer managers for the buyback of the USD 2029 bonds. Additionally, IDB is providing sustainability advisory services and TNC is providing conservation advisory services to Barbados. 

The transaction takes the form of a debt conversion that will unlock significant funding for marine conservation over the next 15 years in Barbados. The debt conversion, conducted by Barbados, is expected to provide USD40-50 million in funding for marine conservation and other environmental and sustainable development projects over the next 15 years. As part of the debt conversion, Barbados committed to protect and effectively manage up to 30% of the nation’s ocean, specifically the Exclusive Economic Zone and Territorial Sea, an area of more than 55k square km. 

The Government of Barbados, TNC and IDB agreed to work together on restructuring external and local debt, thereby significantly reducing the country’s existing debt service costs while also securing funding for conservation activities. Proceeds of the Financing were used by Barbados to repurchase a portion of its USD bonds due 2029 and BBD bonds due 2043, reducing debt service costs and improving long-term debt sustainability. 

A unique component of this blue loan is that it incorporates a new development in debt sustainability and builds upon a framework that Barbados has pioneered and championed, namely, including an option to temporarily suspend debt servicing in the instance of future natural disasters or pandemics. 

As part of the terms of this transaction, approximately USD1.4 million annually USD20.5 million in total, will flow to a new, independent conservation fund for Barbados, which will disburse funds to marine and coastal conservation projects. A portion of the conservancy savings, USD18 million over the next 15 years, will also be placed into an endowment fund that will set aside funding for marine conservation accessible from 2037, ultimately aiding in the long-term planning and protection of Barbados’ marine ecosystems.

This debt conversion transaction is an excellent example of our contribution to creating a more sustainable future.” 

Chief Executive Officer at CIBC FirstCaribbean, Colette Delaney, added: “This transaction demonstrates to our sovereign and corporate clients CIBC FirstCaribbean’s capability to partner successfully with other financial institutions and agencies to help solve the complex challenges facing our region; it also demonstrates to our sovereign partners in the region our commitment to the sustainable development of the Caribbean region, in this case protecting Barbados’ environmental heritage and supporting efforts to build a sustainable economy. Overall, so far, this facility brings our total transactions arranged to almost USD500 million for sustainability linked Blue and Green Financing with our commitments exceeding USD280 million, impacting approximately 125,000 households in the Caribbean.” 

Barbados Prime Minister, Hon. Mia Amor Mottley, noted: “We are delighted to see the successful execution of our debt conversion for nature. Recently, Barbados has found itself at the front line of both the global pandemic and the climate crisis. Our response has been to find innovative ways to strengthen our resilience and to address the challenges that face us, not least the climate crisis. This operation is the culmination of a lot of hard work, and of our determination to support our precious and irreplaceable marine environment which must equally be sustainably developed and managed. I thank the IDB, TNC, lenders, bondholders, and all other parties that have come together to make this transaction possible.”

SER Curaçao advises on proposal to tighten regulation of lottery sector

CURACAO (WILLEMSTAD) - On Tuesday, September 20, at the request of the Minister of Finance of Curaçao, the Social and Economic Council (SER) issued an advisory opinion on the proposal to make some amendments to the regulations regarding the regulation of the lottery sector in Curaçao, which have their basis in the Lottery Ordinance 1909 (P.B. 1965, no. 85, as amended).

The amendments proposed by the Minister include additional administrative conditions that licensed lottery vendors or permit holders - both existing and new - must comply with, when (re)applying for a number lottery permit.

In addition, it is intended to impose on them the obligation to keep their records in accordance with a computerized system. Furthermore, it is the Minister's proposal to grant supervisory and enforcement powers to the Curaçao Gaming Control Board (GCB) with respect to the lottery sector by mandate, since GCB currently does not have these powers other than the sanction power to revoke a license.

The package of proposed adjustments aims to reduce the risk profile of the lottery sector in Curaçao, within which large amounts of cash circulate, to an acceptable level. Due to the cash intensive nature of the lottery business, the entire sector is considered susceptible to money laundering and other illicit practices.

Since this would be at odds with the Financial Action Task Force (FATF) recommendations on money laundering and terrorism financing (ML/TF), to which Curaçao is committed as a jurisdiction, this has been expected to lead to the exclusion of the lottery sector from primary banking services (de-banking) and to de-risking, the phenomenon whereby international correspondent banks terminate the relationship with, and thereby the provision of services to, local respondent banks.

U.S. Government Donates $10,000 (17.800 ANG) of School Supplies to Local Schools

CURACAO (WILLEMSTAD) - On September 16, staff from the U.S. Air Forces South Forward Operating Location (FOL) and the U.S. Consulate met with school administrators from St. Antonius College, Pedro Luis Brion School, Advent School, Skol Immanuel, and the Assistant Manager of Mensing's Caminada to celebrate the donation of $10,000 of school supplies to the four schools.

Thanks to the support of the U.S. Southern Command's Humanitarian Assistance Program and the excellent coordination by Mensing's and St Antonius, all four schools received books, paper, pencils, pens, puzzles, art materials and more. In addition, FOL Airmen, known as Defenders, were inspired to act when they read in the local press about the need for school supplies in many communities.

The Defenders fundraised within the American community on Curacao and around the world to purchase 600 additional backpacks filled with basic school supplies for students most in need.

The FOL has long partnered with local law enforcement to prevent illicit narcotics and weapons from entering the region and many on the island are aware of these activities. What is less known is that the FOL also engages with the community, hosting special tours and events for students on the island to better understand what happens at the FOL and what type of aircraft are kept there. 

"We are honored to give back," stated FOL Commander Ian Barta. "We are an active part of this community, and we are eager to provide assistance where we can."

The FOL and the U.S. Consulate is thankful for the support provided by the Ministry of Education which made this donation possible. The U.S. Consulate is looking forward to working closely with the Ministry, the RK School Board, St. Antonius, and the Chamber of Commerce to improve English language education on the island. 

The United States strongly believes in supporting education as a way to strengthen communities and increase prosperity in the region.
