CCvV Chairmanship Handed Over to Ms. R. Windster

CURACAO (WILLEMSTAD) - As of 1 May 2026, the chairmanship of the Central Committee of Trade Unions (CCvV) has officially been handed over to Ms Rosiël Windster, representative of the National General Police Union (NAPB). She succeeds the previous chair, Mr Juan Lourens of the Sindikato di Trahadornan di Aduana i Fiskalia (STrAF), and will lead the committee’s work and consultations in the period ahead.

Mr Amado Vilchez, representative of the Sindikato di Ambtenarnan di Polis i Kadena Hudisial (SAP), has been appointed Deputy Chair of the CCvV. In this role, he will support the Chair in carrying out her duties and contribute to further strengthening cooperation within the committee.

Upon taking office, Ms Windster stated that she is particularly committed to a more efficient and effective way of working within the CCvV. She aims to create room for innovative approaches and new initiatives that better align with the needs and expectations of the current and future generations of civil servants. In her view, it is essential that the committee responds proactively to societal developments and further encourages the involvement of younger civil servants.

With this new appointment, the CCvV expresses its confidence in the constructive continuation of its work and in the further strengthening of cooperation between the social partners involved.

The CCvV also expresses its appreciation for the commitment and contribution of the outgoing chairmanship.

Bacuna and Advocaat perform first strike. CBCS honors Curaçao’s historic World Cup qualification with two commemorative coins

SINT MAARTEN/CURACAO - The Centrale Bank van Curaçao en Sint Maarten (CBCS) issues two commemorative coins to mark the Curaçao national football team’s qualification for the 2026 World Cup - a silver Cg 5.00 coin and a Cg 0.50 circulation-quality coin.

Curaçao national team midfielder Juninho Bacuna and former head coach Dick Advocaat - under whose leadership Curaçao qualified for the 2026 World Cup - performed the ceremonial first strike of the silver Cg 5.00 coin this morning at the Koninklijke Nederlandse Munt (Royal Dutch Mint) in Houten.

The Cg 0.50 commemorative coin is produced by the Royal Canadian Mint. Both coins will be available for purchase and will enter circulation later this month.

The Curaçao national football team made history by qualifying for the 2026 World Cup for the first time, becoming the smallest country by population ever to achieve this feat. With this exceptional accomplishment, Curaçao has also secured a place in the Guinness Book of Records.

The issuance of these commemorative coins serves as a tangible tribute to this milestone. The coins are intended as a lasting symbol of national pride and a reminder of the moment Curaçao took its place on the world stage.

Both coins feature the powerful blue wave, silhouettes of the players as a tribute to their dedication and determination, the stars of the Curaçao flag reflecting the nation’s identity, and of course the football — the heart of this historic achievement.

Prior to the first strike ceremony, CBCS spokesperson Nancy van der Wal stated that the Blue Wave had not only conquered the football field: “The Blue Wave has also touched the hearts of people and even rolled through the gates of the Central Bank. We immediately knew that we could not let this moment pass without creating a lasting memory. That is why the CBCS took the initiative to immortalize this special occasion with two commemorative coins.”

The first strike took place in the presence of Wouter Jansen, Curaçao team manager at Federashon Futbòl Kòrsou (FFK); Kees Jansma, FFK’s press officer; Bert van Ravenswaaij, Director and Mint Master at the Royal Dutch Mint; and Danielle Ranzijn, Senior Project Manager at the Royal Dutch Mint.

The silver Cg 5.00 coin will be available at a retail price of Cg 175.00. The Cg 0.50 circulation coin will be distributed through commercial banks in Curaçao and will also be offered in special collector’s packaging at the CBCS—providing a unique opportunity to own a lasting memento of this historic achievement.

CPS: “Small Bite, Big Threat” “Fight the Bite, Destroy Mosquito Breeding Sites”

SINT MAARTEN (GREAT BAY, (DCOMM) – This week marks Caribbean Mosquito Awareness Week which is from May 04 -10. The recurring theme is: Small Bite Big Threat! “Fight the Bite, Destroy Mosquito Breeding Sites.”

The Collective Prevention Services (CPS) is committed to keeping the public informed and making frequent ‘calls to action’ to the community to take action and eliminate mosquito breeding sites by taking a weekly 10-minute walk around your home, yard and business establishment.

CPS is appealing once again to continue to take action after every rainfall event to eliminate mosquito breeding sites and in doing so protects our community from mosquito borne diseases. Community vigilance is key.

The objective of Caribbean Mosquito Awareness Week is to strengthen existing initiatives and mobilize the public to eliminate mosquito breeding sites from public and private places.

CPS supports the Caribbean Public Health Agency (CARPHA) campaign this week and appeals to the community to always be alert to act right after a rainfall event to prevent mosquitoes from breeding.

Mosquitoes can breed in as little as half an inch of water. This is not a lot of water, and plant saucers are one of those unassuming places that can gather a small amount and still be a huge breeding site for your backyard mosquito.

Source reduction, search and destroy is the key to decreasing the mosquito population. Due to the tropical nature of our climate, breeding habitats are in abundance, and many of them are unfortunately man-made.

Launch consultation Amendment Childcare Decree BES

SABA/SINT EUSTATIUS - Today, the Ministry of Social Affairs and Employment launched an internet consultation for the Childcare Decree BES. The Cabinet is thus arranging for the increase of the baby supplement for childcare organisations from 1 January 2027.

The amendment also aims to provide more clarity about the period of at most 15 days a year during which childcare organisations can close whilst maintaining financing. It is possible to react on the consultation up to and including Monday 1 June 2026. 

Increase of the baby supplement

Childcare organisations that care for babies, receive additional money from the government. This is called the 'baby supplement'. This money is for additional costs for babies up to the age of one year. For instance, for more staff, milk formula, and nappies.

Around the entry into force of the Childcare Act BES in 2026, signals were received that the baby supplement was too low. The new rules resulted in higher costs. Some care locations for babies were facing closure. There were already too few places for babies.

That is why the Cabinet decided to increase the baby supplement from 2027. This is included in the Spring Memorandum of 2026. It regards an increase of approximately 15% from 2027.

Clarity about continued payment when closing

Childcare organisations on Bonaire, St. Eustatius and Saba are often small and have few staff. As a result, it is difficult to organise holidays, instruction, training, and maintenance without occasionally closing.

That is why it was decided that childcare organisations can close a maximum of fifteen (15) days a year whilst yet receiving money. Childcare organisations are already familiar with this working method, but this is now established more clearly.

The Decree specifies precisely to what organisations are entitled to payment and for how long.

There are some exceptions:

  • A childcare centre does not receive money if the supervisory authority closes the childcare centre because the situation is dangerous or unhealthy to children.
  • If a childcare centre needs to close due to force majeure, for instance in case of a hurricane or other natural disaster, then this is not deducted from the 15 days. In that case, an organisation receives money up to a maximum of six months.

4C Foundation Launches Helpdesk to Support NGOs on SSS-Islands Applying to Legacy to Future Funds

SINT MAARTEN (GREAT BAY) - The Foresee (4C) Foundation is pleased to announce the launch of its Helpdesk for the Legacy to Future Funds, created to support nonprofit organizations on St. Maarten, Saba and St. Eustatius (SSS-Islands) as they develop project ideas and applications for funding.

The Legacy to Future Funds, coordinated by the Slavery Memorial Committee, supports initiatives in the Caribbean part of the Kingdom that contribute to awareness, recognition, healing, resilience and connection in relation to the history and legacy of slavery. Through this helpdesk, 4C Foundation will offer hands-on support to organizations that need guidance translating their ideas into clear, fundable and impactful projects.

“Through this partnership with the Slavery Memorial Committee, we are continuing our commitment to strengthening community organizations on the SSS islands, so that meaningful initiatives receive the support they need,” said Jose Sommers. “Our role is to walk alongside these organizations as they shape ideas that can make a real difference in their communities.”

The helpdesk will provide short advice sessions, both online and in person, as well as support in shaping project ideas, feedback on draft applications, individual guidance during project development, practical support related to implementation for approved initiatives and broader organizational support to help groups build stronger foundations for future work.

In addition to one-on-one support, the Helpdesk forms part of a broader effort to strengthen civil society organizations on Saba, St. Eustatius and St. Maarten by making the Legacy to Future Funds more accessible and easier to navigate. Beyond individual guidance, 4C Foundation will host a series of information sessions and practical workshops beginning in May to help organizations shape project ideas, clarify objectives, plan activities and prepare budgets in line with the fund requirements.

The first online information session for organizations across the SSS islands will be held on Monday, May 4, 2026, from 6:30 PM to 7:30 PM. Registration is now open via https://bit.ly/2026NPOwerAcademy. The online meeting link will be shared after registration.

On St. Maarten, a general in-person information session will be held on Tuesday, May 5, 2026, from 6:30 PM to 8:30 PM and a grant writing workshop for Legacy to Future Funds Categories 3 and 4 on Wednesday, May 6, 2026, from 2:30 PM to 5:00 PM.

On Saba, the general in-person information session including grant writing will be held at the Saba Heritage Center on Friday, May 8th, 2026, from 2:00 PM to 5:00 PM and one-on-one coaching support is available on Saturday May 9th, 2026, from 10:00 AM until 2:00 PM.

The dates for the general info in-person sessions with grant writing and one-on-one coaching support on St. Eustatius will be shared with the general public within the next few days.

Nonprofit organizations on all three islands can already reach out to 4C Foundation through Ashma Berkel via WhatsApp at (721) 550-7427. Persons on St. Maarten are also welcome to visit the Helpdesk office at A. Th. Illidge Road #60 during the following walk-in office hours: Monday and Friday from 9:00 AM to 12:00 PM and Wednesday from 3:00 PM to 6:00 PM.

“Our nonprofits, especially on the SSS islands, continue to do deeply meaningful work with very limited resources, whether in funding, time or capacity,” added Ludmila Duncan. “We know there are many strong initiatives in our communities that simply need technical support and guidance. This helpdesk is meant to bridge that gap. At 4C, we want to make the process feel more accessible, more supportive and less intimidating.”

Foundations and community groups interested in applying are encouraged to reach out early, especially as the fund continues to open in phases by category. According to the official schedule, Categories 3 and 4 are open from April 1, 2026, to June 1, 2026, and these categories support larger initiatives within the scheme.

May 5 is the Opening of Foster Care Awareness Month 2026

SINT MAARTEN (GREAT BAY) - Behind every child in foster care is a story that did not start with choice, but can be changed through care, stability, and support. Every child deserves a safe place to call home. Every family that opens their door changes a life. Every community that chooses to show up makes that possible.

This May, the Judicial & Institutional Services Foundation (J&IS), through its Foster Families Central, invites Sint Maarten to stand together for the island’s most vulnerable children.

On Tuesday, May 5, 2026, from 6:00 PM to 9:00 PM at the Belair Community Center in Cay Hill, J&IS will officially open Foster Care Awareness Month under the theme “Foster the Future,” a theme that serves as a clear call for action and shared responsibility.

The evening is designed to go beyond a standard information session and instead create an experience that informs, engages, and encourages meaningful reflection on the realities faced by children in foster care.

The program will include a series of creative presentations featuring dance, drama, spoken word, and music, live cultural performances by the National Institute of Arts (NIA), Circus School, Mighty Dow Pan School, each offering insight into the experiences of children in foster care through artistic expression.

In addition, a mural created by foster youth will be presented. This mural was developed in collaboration with the Art Saves Lives Foundation and guided by teaching artist Zillah Duzon. It reflects the voices, experiences, and perspectives of the youth involved.

The event will also include a silent auction featuring the mural and additional artwork. All proceeds will be directed toward programs that directly support children within the foster care system. Attendees will have the opportunity to connect with social workers, advocates, foster care representatives and workers, and professionals actively engaged in child protection efforts across the island.

Furthermore, the program will include personal testimonies that provide direct insight into real experiences within foster care. These accounts will offer a clear perspective on both the challenges and the impact of foster care, contributing to a deeper understanding among attendees.

Event tickets are available at a cost of $10 for adults and $5 for children. Tickets can be purchased at the J&IS Offices located at Yogesh Commercial Complex Unit 2F/G, AJC Browers Road 4, at Vam Dorp in Madame Estate across from the Sol Gas Station, and at Addicted Hair Lounge on Backstreet 180 across from the purple church. Admission includes snacks and drinks.

Foster Care Awareness Month serves as a focused period to increase attention on the needs of children requiring care and protection. Under the theme “Foster the Future,” the initiative emphasizes the importance of the well-being, safety, and development of every child who enters the foster care system. Throughout the month of May, J&IS will continue efforts aimed at increasing the number of foster families, strengthening support networks, raising public awareness, and promoting positive outcomes for children in care.

J&IS calls on individuals, families, and organizations to contribute to these efforts through foster care, mentorship, or volunteer support. Director of J&IS, Cynthia Clarke-Filemon, stated that sustainable child protection depends on active community involvement and that every individual has a role to play in supporting children who require stability, guidance, and care.

She further emphasized that these efforts are strengthened through ongoing collaboration and support from key partners, including the Ministry of Justice Sint Maarten, the Court of Guardianship Sint Maarten, the Court of First Instance Sint Maarten, and other stakeholders across public entities, private sector partners, and civil society, all of whom play an essential role in safeguarding the well-being of children on the island.

The May 5 opening event marks the start of a series of activities and outreach efforts scheduled throughout the month. The community is encouraged to attend, engage, and take part in supporting children in need.

J&IS extends its sincere appreciation to the dedicated staff of the J&IS Family Guardianship Department and the Court of Guardianship, as well as to all foster care workers, foster parents, mentors, volunteers, and partners involved in the activities throughout Foster Care Awareness Month. 80 Multifunctional Garbage Bins for Philipsburg Aims to Aid in Cleanliness

SINT MAARTEN (GREAT BAY) - Ongoing efforts to improve cleanliness in Philipsburg and enhance both the visitor and resident experience are continuing with the phased placement of multifunction garbage bins in key areas across St. Maarten's capital, Philipsburg.

The Ministry of Tourism, Economic Affairs, Transport and Telecommunication (TEATT) procured a total of 80 bins under the 2023 capital expenditures of the national budget, as part of the broader Beautification of Philipsburg initiative. The bins are being introduced in high-traffic locations, including the Boardwalk, Front Street, and Back Street, where effective waste management is essential to maintaining a clean, safe, and welcoming environment for all who live, work, and visit the area. As part of the initial phase of the rollout, 23 multifunction bins have been installed along the Philipsburg Boardwalk.

The bin placement is part of a coordinated approach to address ongoing cleanliness challenges in Philipsburg, particularly in zones with high daily foot traffic. In response, TEATT Grisha Heyliger-Marten engaged Port St. Maarten Group (PSG) to support a temporary servicing arrangement during the peak cruise season, ensuring that priority locations remained properly maintained during periods of increased demand.

“Philipsburg is not only the center of our tourism activity, but also a space used daily by residents and businesses,” Heyliger-Marten stated. “Maintaining a clean and orderly environment is essential to both the visitor experience and the quality of life for our people. This initiative reflects a structured and ongoing effort to raise that standard.”

The temporary collaboration with PSG reflects a practical public–private approach to maintaining cleanliness during peak periods. Discussions are ongoing regarding the continuation of this support, as servicing and maintenance responsibilities transition to the Ministry of VROMI.

The multifunction bins are designed to support more efficient waste management and include integrated ashtrays to reduce cigarette litter. The units also provide opportunities for future advertising, which may contribute to sustaining maintenance efforts over time.

The Minister said that the placement of the bins forms part of a wider effort to revitalize Philipsburg, supported by strengthened coordination between government and private sector partners.

The Minister also called on residents and businesses to play an active role in maintaining the cleanliness of Philipsburg.” While the public bins are intended for pedestrian use and not for the disposal of commercial waste, everyone is encouraged to use them properly, avoid littering in public spaces, and dispose of cigarette waste in the built‑in ashtrays. Businesses, in particular, are reminded of their responsibility to manage and dispose of their own waste in a responsible manner and to ensure that the areas directly in front of their establishments are kept clean and free of debris throughout the day. Simple, consistent actions make a visible difference.”

TEATT will continue to coordinate with VROMI and relevant partners to ensure the full operationalization of servicing and maintenance as the rollout progresses.

Statia honours five residents with Royal Decorations

SINT EUSTATIUS (ORANJESTAD) - Island Governor Her Excellency Alida Francis presented Royal Decorations to five residents of St. Eustatius on Friday, 24 April 2026, at the Mike van Putten Youth Centre, on behalf of His Majesty King Willem-Alexander of the Netherlands, recognising their longstanding and distinguished voluntary contributions to the community across key sectors of society.

The honourees are Ms. Ingrid Filomena Whitfield, who was appointed Knight in the Order of Orange-Nassau, and Mr. George Russell Courtar, Mrs. Ramonia Othelia Hendrickson-Duinkerk, Mr. Leoncio Zhivago Lopes and Mr. Maldwyn Ogilvy Timber, who were each appointed Member in the Order of Orange-Nassau.

“This year we can truly say that it rains ribbons on St. Eustatius,” the Island Governor stated. In her address, she noted that the presentation of Royal Decorations is in keeping with a longstanding tradition to recognise a distinguished group of individuals for their outstanding and noteworthy contributions to society over the years. She also congratulated all recipients and expressed her appreciation to the St. Eustatius Royal Decoration Committee for guiding the process.

Ms. Ingrid Filomena Whitfield was recognised for her pioneering leadership in public service, governance, women’s empowerment and social welfare. As the first female Commissioner, the first female political party leader and one of the first female Island Council members, she has played a transformative role in advancing opportunities for women and supporting vulnerable groups across St. Eustatius.

Mr. George Russell Courtar was honoured for more than three decades of dedicated service to the Roman Catholic Parish and the wider community. Through maintaining parish grounds, transporting parishioners and assisting residents with farming, repairs and other practical needs, he has demonstrated consistent generosity and commitment to others.

Mrs. Ramonia Othelia Hendrickson-Duinkerk was recognised for her longstanding contribution to community service, cultural preservation and volunteerism. As the first woman to join the Lions Club on St. Eustatius and a dedicated calypsonian and community organiser, she has uplifted youth, supported the elderly and strengthened cultural traditions across the island.

Mr. Leoncio Zhivago Lopes was honoured for his contributions to music, youth mentorship and community development. Through initiatives such as the Youth Calypso Competition and his work with youth organisations, as well as his involvement in sports, beautification and voluntary service, he has fostered creativity, pride and unity within the community.

Mr. Maldwyn Ogilvy Timber was recognised for more than twenty-five years of service through music, sound engineering and community engagement. By supporting church services, training youth and providing technical assistance to schools and community events, he has consistently contributed to the island’s cultural and social life.

The ceremony formed part of the annual observance of Royal Decorations across the Kingdom of the Netherlands, during which approximately 3,300 individuals in more than 340 municipalities are recognised for exceptional service.

The people and the Government of Statia congratulates the five recipients and commends their enduring contributions to the development, wellbeing and cultural life of St. Eustatius.

EU Satellite Conference: ‘The Caribbean has been brought closer to Europe today’

BONAIRE (KRALENDIJK) - To mark the opening of the Galileo satellite station, the conference ‘EU Satellite Systems in the Greater Caribbean: Navigating the Future’ took place on Wednesday 22 and Thursday 23 April.

Part of the conference focused on how satellite systems can assist islands such as Bonaire, St. Eustatius and Saba. To highlight the importance of these satellite systems, the Dutch Caribbean Coast Guard conducted a live demonstration of a search and rescue operation in the port of Bonaire.

The conference brought together a diverse group of policymakers, entrepreneurs and researchers from the Caribbean and European Netherlands, as well as representatives of the European Union and its space agencies. The aim of the event was to translate knowledge of satellite systems into directly applicable solutions and new partnerships.

The audience was welcomed by, amongst others, the State Secretary for Kingdom Relations and Effective Government, Eric van der Burg, and the EU Commissioner for Defence and Space, Andrius Kubilius. In addition, André Kuipers gave an inspiring talk about his work as an astronaut and emphasised how important space is for our lives on Earth.

Various plenary and breakout sessions addressed themes such as disaster management, tourism innovation and monitoring to protect ecosystems and nature. There was broad recognition that concrete solutions must be sought for challenges specific to the Caribbean islands.

The Special Envoy for Bonaire, St. Eustatius and Saba (BES Islands), Edison Rijna, emphasised the importance of the conference for the entire region: “So that the next generation in the Caribbean is not merely a spectator of the future, but actively helps to shape it.”

Search and rescue operation by the Coast Guard          

To illustrate the value of satellite communications for islands such as Bonaire, St. Eustatius and Saba, the Coast Guard organised a live demonstration of a search and rescue operation on Wednesday 22 April. The demonstration showed how satellite signals help to accurately locate distress signals on the open sea.

At the north pier in Kralendijk, the Coast Guard demonstrated how they respond to such an emergency signal. During this spectacular demonstration, a person in distress was rescued from the water with the aid of a helicopter and a ship.

Conclusion of the Postgraduate Course on Kingdom Affairs

SINT MAARTEN (GREAT BAY) - The conclusion of the first edition of the Postgraduate Course on Kingdom Affairs will take place on Friday, April 24. This course is an initiative of The Hague University of Applied Sciences and Leiden University, and is intended for professionals on both sides of the ocean who deal with the Kingdom and Kingdom relations in their work. The first edition of the course was fully booked, with 20 participants from the European Netherlands and 20 participants from the Caribbean islands within the Kingdom.

During the conclusion on April 24, the participants will present their final assignment in the form of a poster, and certificates will be awarded. This will occur in the form of a festive, public event, to which all lecturers in the course and representatives of institutions dealing with Kingdom relations are also invited. The event will take place between 2:00 and 5:00 pm Dutch time at The Hague University of Applied Sciences, and will be concluded with drinks.

During the closing ceremony, a number of prominent speakers will address the graduates and wider public:

  • Mike Eman, Prime Minister of Aruba
  • Eric van der Burg, State Secretary for Kingdom Relations
  • Sarah de Rijcke, Rector Magnificus of Leiden University
  • Arend Hardorff, Vice-President of The Hague University of Applied Sciences

The Course on Kingdom Affairs is coordinated by Drs. Marcel Daniëls (The Hague University of Applied Sciences) and Prof. Wouter Veenendaal (Leiden University). Veenendaal holds the Special Chair on Democratic Representation in the Kingdom, which was established in 2024 by the Ministry for the Interior and Kingdom Relations (BZK) to generate deeper and broader attention for Kingdom relations.

BZK also has a knowledge-sharing partnership on Kingdom relations with The Hague University of Applied Sciences.
